WRB to Use Resources
Of United Jewish Appeal
As Pehle Speeds Rescue

NEW YORK (JPS)—The War Refugee Board, created by President Roose-:
velt "to bring speedy rescue and relief to victims of enemy persecution," will
work closely with governmental and intergovernmental agencies but also will
depend on the facilities of "private agencies engaged over a long period in
the task of rescuing and maintaining refugees," according to a definition of
policy issued to the United Jewish- Appeal for Refugees, Overseas Needs and
Palestine by . John W. Pehle, executive director of the Board, - in clarifying the
relationship between the private and governmental agencies in executing the
Board's program.

inflidted upon their victims. The .Gruenstein faMily owed its rescue
to the fact -that • the Nazis, before embarking upon the wholesale
slaughters In the summer of 1942, segregated and sent to special
concentration camps those inmates of the Ghetto who were citizens
of the U. S. or had in their family someone hOlding an American
passport.

Saved from. Nazi Slaughter

The WRB, stating that it has "no present intention" of soliciting funds from
private persons, urged "generous response on the part of the American peo-
ple" to the fund-raising efforts of private bodies. It said that Americans could
best express their sympathy with the Board's purposes through contributions to
such private agencies.

The statement of policy was issued in the form of a letter to Rabbi James
G. Heller, William Rosenwald and Rabbi Jonah B. Wise, national chair-
men of the United Jewish Appeal,. currently engaged in raising $32,000,000 to
meet the needs of its constituent agencies, the Joint Distribution Committee,
the United Palestine Appeal and the National Refugee Service. ,

Mr. Pehle on behalf of the WRB, ,composed of Secretary of State Hull,.
Secretary of War Stimson and Secretary of the Treasury Morgentau, Jr., stated
that "it will continue to do everything within its power to bring speedy
rescue and relief to as many victims of enemy persecutions as may be possi-
ble." Emphasizing that "the emergency character of the Board makes this de-
sirable,'" the statement of policy said that the Board "will continue to utilize,
to the extent practicable, the facilities and resources of private agencies."

Pointing out that while the Board was authorized to accept contr.ii?utions i,
, Mr. _Pehle stated that it does not intend to do so.

'The statement of policy was in response to an inquiry from the National
Chairmen of the United Jewish Appeal who expressed great satisfaction with
the creation of the. War Refugee Board and said: "It is our confident hope that
the Board will be able to count upon the maximum use of government funds
and resources in order to carry out the high purposes' reflected in the Presi-
dent's Executive Order and, following the traditional American policy of aiding
the oppressed, to save a maximum number of refugees in the quickest possible
time."
