President. Acts to Aid Jews
In Nazi-Occupied Hungary

Million Additional Jews Face Extermination in Balkans;
Recent Disturbances in Palestine Condemned by
World Jewry; Pehle Heads WRB

(Continued From Page 1)
"All who knowingly take part in the deportation of c.Jews
to their death in Poland or Norwegians and French to their
death in Germany are equally guilty with the executioner. All
. who share the guilt shall share the punishment.
"Hitler is committing these crimes against humanity in
the name of the German people. I ask every German and
every man everywhere 'under Nazi domination to show the
world by his action that in his heart he does not share these
insane criminal desires. Let him hide these pursued victims,
help them to get over their borders, and do what he can to
save them from the Nazi hangman. I ask him also to keep
watch and to record the evidence that will one day be used to
, convict the guilty.
U. • S. to Continue Efforts to Rescue Victims

"In the meantime, and until the victory that is now assured

- is won, the it S. will persevere in its efforts to rescue the
• victims of brutality of the Nazis and the Japs. Insofar as the
. necessity of military operations permit, this government will
use all means at its command to aid the escape of all intended
victims of the Nazi and Jap, executioner—regardless of race
or religion or color.
We shall find havens of refuge
•for them, and we shall find the
means for their maintenance
and suppqrt until the tyrant as •
driven from their . homelands
and they may return.
"In the name of justice and
humanity, let all freedom-
' loving people rally to - this
righteous undertaking?'

of the War Refugee Board Y ap-
pointed by President Roosevelt,

A joint statement by President Roosevelt, Prime Minister
Churchill and Premier Stalin, warning German occupational au-
thorities in Hungary that the United Nations will punish "all
those guilty 'of initiating Or participating in inhuman treatments
of civilians" was urged by. the • American Jewish Committee in a
telegram sent to Secretary of State Cordell Hull.
Signed_ by Joseph M. Proskauer, president, and George Z.
Medalie, chairman of the overseas committee, the American Jew
ash Committee statement warned that the "only available method
of preventing or lessening the Nazi mass murders" of the almost
one million Jews in Hungary was "to instill among the Nazis and
their collaborators the fear of postwar retribution from the vic-
torious United Nations."
Appeal to Churchill, Roosevelt, and Stalin
As the Nazi- armies began moving into Hungary, Jewish Pales-
tine directed a fervent appeal to Prime Minister Churchill, Presi-
dent Roosevelt and Marshal Stalin, and to the leaders of the
guerilla and underground movements in the Balkans, to put all
possible effort behind activities to rescue Jews now in Hungary,
Palcor reports , frpm Tel Aviv. It is estimated that at the present
time there are at least .750,000 Jews in that country, many of them
having fled there from neighboring countries to obtain relief from
persecution and to make their way toward Palestine.
The appeal to the United Nations statesmen and to the leaders
of the underground and the guerilla forces was directed -by the
National council of the Histadruth, General Federation of Labor,
meeting to consider urgent rescue plans and proposals for the
acceleration of - voluntary Jewish recruiting for the armed forces
and security services.
More than 6,000 of Jewish Palestine's men and -women joined
the armed forces. and security services in 1943, according to a re-
port submitted by Moshe Erem, Left Poale Zion leader, reporting
on recruiting. Thirty-five hundred joined the armed forces, 2,500
joined the auxiliary police and 600 volunteered for other security
services.
Anti-Jewish Violence in Hungary as Nazis Enter
From London, JPS reports that' Anti-Jewish violence swept
Hungary froirn border to border, as Nazi forces poured into the
country. Reports reaching Independent Jewish Press Service of-
fices, from Switzerland and Sweden, told =of the invading Nazis
and their Hungarian collaborationists throwing Jews off trains,
firing Jewish' businesses and looting Jewish homes. According to
these reports, all 'Jewish stores in Hust, Uzhorod, Kaschau and
Munkatch have been demolished and their owners have been ar-
rested. There are also reports of mass suicides.
(The Jewish population of Hungary is set by some at 685,-
000, besides another 250,000 'refugees. Melech Neustadt, one of
Jewish Palestine's best-known experts on Jews in Nazi-occu-
pied Europe, has set the total , figure at more than 750,000, ac-
cording to reports from Palestine.)

ANKARA (JPS)—Even as emissaries ' of Gen. Ion Antonescu,
pro-Nazi Premier of Rumania, were reported 'to be pleading in
neutral capitals with United . Nations representatives for sanctuary
for him, Nazi forces marched into Rumania and Bulgaria, follow-
ing their occupation of Hungary earlier this week, and premiers
were reshuffled.

Germany long had demanded the total physical extermination
