The U.A.H.C. director enclosed with his letter copies of House Resolution 2328 and Joint Resolution 49. The former, referred to the Committee on the Post Office and Post Roads, proposes to add Sec. 335a to Title 18 of the Criminal Code so that "all papers, pamphlets, magazines, periodicals, books, pictures and writings of any kind, containing any defamatory and false statements which tend to expose persons designated, identified or characterized there- in by race or religion . . . to hatred, contempt, ridicule, or obliquy are hereby declared non-mailable matter and shall not be con- veyed in the mails or delivered from any post office or by any letter carrier." This proposal provides a penalty of imprisonment for five years, or a fine of $5,000, or both fine and imprisonment. Joint Resolution 49, referred to the same committee, seeks to supplement Section 211 of the Criminal Code and thus to declare non-mailable "all papers, pamphlets, magazines, periodicals, books, pictures and writings . . . designed or adapted or intended to cause racial or religious hatred or bigotry or intolerance."
