13,000 Jewish Refugees Get
Relief After Invasion
By Japanese

The American Jewish Joint
Distribution Committee has been
licensed by the U. S. Treasury
Department, permitting it to pay
in this country a note for $138,500
borrowed after Pearl Harbor, by
its American representatives in
Shanghai, to bring vitally needed
food, clothing and medical sup-
plies to many of the 22,000 Jew-
ish refugees now in that city, it
was announced by Joseph C. Hy-
man, executive vice-chairman of
the organization.

000 Jewish refugees in the Chi-
nese seaport. After the Japanese
occupation, Hyman said, Miss
Margolis and Mr. Siegel were
permitted to a limited extent to
continue their relief operations
among the refugees, who were
totally destitute and living for
the greatest part in shabby tene-
ments on the mud flats of the
Whangpoo River and even in the
small Shanghai synagogue.
To insure the continuance of
their welfare work, the J.D.C.
had advised these committees
prior to the outbreak of hostili-
ties, that in the event communi-
cations were broken because of
the war, they were authorized to
borrow funds and commodities
from local sources, to be repaid
by the J. D. C. when it was possi-
ble to do 'so without aiding the
enemy, In addition to Shanghai,
areas covered by this arrange-
ment include Poland, France,.
Roumania, Hungary, Yugoslavia,
