The Conference Procedure
The "key" method of running
the Conference, fashioned after
French parlianientary practice
'and that of the World Zionist
Congress, will prevail. It is, in
effect, • the proportional repre-
sentation system, designed to give
the various organizations repre-
Sentation on the sub-committees
which will be appointed by the
steering committee, which itself
will consist of some 50 to 55
members.
The delegates attending the
Waldorf-Astoria sessions will
have the benefit of a special room
for religious services, Conferenee
officials pointed out. A large
number of the delegates are ex-
pected to take advantage of these
facilities for morning, afternoon
and evening prayers. The morn-
ings will be reserved for sub-
committee meetings and plenary
sessions will be held •during the
afternoons and evenings.

appurtenances of international
gatherings was stressed in .. the
announcement that beginning
with Aug. 30 the American Jew-
ish Conference will publish a
daily newspaper in tablOid size
for the delegates and observers
at the Conference. Samuel Cap-
lan will act as executive editor
of the publication, -'to be called

ference.

the blocs are expected to be that
of the Zionist Organization of
America,-of the American Jew-
ish Congress, of the national-
religious group and the labor
Zionist bloc: Some objection has
been voiced by independent
delegates to this alleged "strati-
fication" of the views of those
attending the Conference. Ad-
vocates of the "bloc" systern
contend that this is . thel only
way in which minority views.' as
well as the majority Opinion can
be formally regiStered..
Edgar J. Kaufmann, of • Pitts-
burgh, has comrnuhicate'cl with
the delegates, as have:. all the
organizations, urging the forma-
tion of what he called an "inde-
pendent" group which would
give consideration to the pro-
grams of all • the other blocs. It
is understood that Mr. Kaufmann
is attempting to bring within this
bloc many of the delegates not
now affiliated with the major
national organizations.
The nature and membership
of the blocs will not be fully
disclosed until Saturday night,
when caucuses of the various
groupings will be held at. the
Waldorf-Astoria and neighboring
hotels into which the overflow
of the delegates has gone.

At a conference of representa-
tives of Detroit organizations and
Landsmanshaften, held last Sun-
day morning at Jericho Temple,
the Biltmore Platform for the
establishment of a Jewish Com-
monwealth in Palestine was
unanimously endorSed. Dele- .
gates to the Conference were
urged to support the Biltmore
Platform.
The conference also went on
record favoring admission to the
Conference of all left-wing or-
ganizations, including the Inter-
national Worker's Order which
has preyiously- been barred from
sending representatives.
The American Jewish Confer-
ence will be covered for The ,
Jewish News by its editor and by
a special staff of cdrrespondents.

ishable articles will not be ac-
cepted for mailing, and every ef-
fort will be made to discourage
the mailing of fragile articles.

William Hordes, president of the. Jewish National Fund
Council of Detroit, announced this week that the tradition
established three years ago of sending a Rosh Hashanah
Scroll to the Jews of Palestine will be repeated this year.
Mr. Hordes stated that Detroit Jews will be asked to
affix their names to this Scroll, at $1 per inscription, so that
words of encouragement may go&

eration of several agencies, in-

ice Bureau of Detroit, reports
that only four of the whites who
were interviewed gave the an-
swer as "None" to the question
of their religious affiliation.
While there is a very remote
possibility that one of the four
may haVe been Jewish, thus far
there is no proof of it.
As far as it is generally
known, there was not a single
known Jew among the rioters.
