Col. Feffer; Russian Delegation to Speak Here Sunday As a preliminary introduction to Detroit, the two Russian envoys now visiting this country, Prof. Solo- mon Mikhoels and Lt. Col. Itzik Feffer, were welcomed at the City Hall by Mayor Edward J. Jeffries last Sat- urday. In the photograph, seated, (left to right) are: Mayor Jeffries, Prof. Mikhoels, Lt. Col. Feffer and Fred M.
