Jews Reduced to 'Subject
Status,' Observers Believe
Washington Source Predicts Gen. Giraud's Action Does
Not Restore Law of the French Republic;
Abolishes Nazi Decrees
WASHINGTON (JTA)—Gen. Henri Giraud's speech this
week reduces Algerian Jews to a status below that which
they enjoyed under the French Republic, it was pointed out
here.
An authoritative source predicted prior to the address
that Giraud would do away with all racial and religious
restrictions, leaving Jews, Arabs and Frenchmen on a pre-
cisely equal plane. But it now appears that the effect of
the speech will be to lower Jews to the position of "subjects."
Observers here found that Giraud's action in abolishing
Nazi decrees restores the law, not of the French Republic,
but of Napoleon III's empire, during which a decree was
issued entitling Jews and Arabs to apply for French citi-
zenship as individuals, but which did not guarantee that
such citizenship would be granted.
Algerian Jews Deprived of French Citizenship
ALGIERS (JTA)—Gen. Henri Giraud, French High
Commissioner of North Africa, announced here this week
that "laws of racial discrimination no longer exist." An
ordinance has been promulgated abrogating these laws and
all decrees relating to them, Gen. Giraud said.
At the same time, he announced that the Cremieux Law
of 1870, which granted French citizenship to the native Jews
of Algeria, had also been abrogated, thus abolishing "distinc-
tions between Mohammedan and Jewish inhabitants" of
Algeria.
Annulment of these racial laws or decrees, Giraud said,
"re-establishes the French tradition of human liberty and
marks the return of the principles of the equality of all men
before the law."

British Foreign Secretary Discusses Plans to Rescue Nazi
Victims With High Officials During His Visit to
the United States
WASHINGTON (JTA)—The problems involved in res-
cuing the Jews in Nazi-occupied countries and securing
havens for them in Allied or neutral territory, will be dis-
cussed by British Foreign Secretary Anthony Eden in
conferences with high United States officials during his stay
in Washington, it was learned here this week. These dis-
cussions will be in addition to the British-American confer-
ence on refugees to be held in Ottawa shortly.
One of the plans which Mr. Eden brought with him to
Washington suggests the evacuation of Jews from Nazi-
dominated countries in Eritrea. It is believed that Hungary,
Rumania and Bulgaria may agree to permit the emigration
of Jews from their territory under certain conditions. A
large scale settlement in Eritrea may be proposed by Eden
as a British contribution to rescuing the Jews.
The possibility of Eden's participation in the Ottawa
conference was not excluded in circles interested in the fate
of the Jews. Eden's presence in the United States explains
why a day prior to his departure he suggested in Parliament
that no full-dress debate be held on the question until "a
more convenient moment" when such a discussion would
produce "the maximum good."

To the accompaniment of yells and
applause, Rep. John W. Flannagan, Jr.,
Democrat of Virginia, declared on the
floor of the House of Representatives in
Washington, "I don't want any Ginsburg
placed in charge of my boy," while de-
nouncing the reported attempt of David
Ginsburg, 0. P. A. attorney and legal
aide of 0. P. A. Administrator Prentiss
Brown, to obtain a colonel's commission
in the Army. When correcting his remarks
for appearance in the Congressional Re-.
cord, Mr. Flannagan deleted the word
"any." Joining in the broadside against
the 30-year-old lawyer who had served
as chief assistant to Leon -Henderson were
Reps. Clare Hoffman, Republican of Mich-
igan, and Eugene Cox, Democrat of Geor-
gia. Afterwards it was learned that the
reports upon which the outburst was based
were incorrect and badly twisted.
Citing the fact that it is still illegal in
North Africa for more than a "tiny per-
centage" of Jews to practice medicine or
law, Charles Collingwood, Columbia
Broadcasting System reporter, was heard
here saying, "It is still true that in spite
of a few new names and a few new laws,
the fundamental nature and disposition
of the North African government has not
changed very much."
Ransom Scheme Thwarted
The Treasury Department has reported
the disruption of an international Nazi-
sponsored scheme to extract ransom from
relatives of persons in Axis territories
with the promise of emigration as the
reward. An order issued last November
barring money transfers to buy exit visas
for persons in enemy territory had been
effective in halting the German swindle
which attempted to extort large sums
from victims who did not realize that the
person on whose behalf the plea was
made was usually dead.
Lt. Michael Reitman of Brooklyn, 23-
year-old "buddy" of the late Sergeant
Meyer Levin, has been awarded the Dis-
tinguished Flying Cross, it was revealed
in a letter sent to his mother by Lt. Gen.
George C. Kenney, commanding officer
of the Air Forces in the southwest Pacific.
The young officer's citation indicated that
he had taken part in 50 missions in the
New Guinea area.
Under the prodding of Congressman
Emanuel Celler of New York and others
who have protested against the forcible
enrollment of Austrian, Czech and Yugo-
slav emigrees in the Austrian Battalion,
the War Department has agreed to con-
vert the unit into a volunteer group.

It is nonsense to assert that the mass
of the German people are not involved in
the mass killings of civilians, including
Jews, perpetrated against the helpless by
Nazi authorities, Johannes Steel writes in
the New York Post. He declares, "At
least 1,000,000 Germans were personally
and actively involved in the murder of
these 3,400,000 civilians. That is, the men
who did the actual murdering, those who
gave the orders and those who worked out
the plans."
`New Bill of Rights'
The recommendations of the National
Resources Planning Board on security,
work and relief policies submitted to Con-.
gress by President Roosevelt include a
clause forbidding the withholding of pub-
lic assistance to an individual on the
ground of race. In other sections of the
reports setting up a "New Bill of Rights"
for Americans and urging expanded so-
cial security, positive goals are set for
Americans without regard to racial ori-
gin.
The Office of War Information, quoting
a dispatch in the Stockholm Svenska Dag-
bladet, reports that the Norwegian puppet
government of Vidkun Quisling has ex-
tended anti-Jewish regulations to non-
Jews married to Jews.
In a sharply worded attack upon Amer-
ican inaction in dealing with the rapid
Nazi depopulation of European Jewry,
Freda Kirchwey, editor of the Nation, de-
clares "We had it in our power to rescue
this doomed people and we did not lift
a hand to do it—or perhaps it would be
fairer to say that we lifted just one cau-
tious hand, encased in a tight-fitting glove
of quotas and visas and affidavits, and a
thick layer of prejudice. Hundreds of
thousands of Jews fell into their self-dug
graves while our government, with glacial
slowness, moved toward a proposal to con-
fer and explore. Let us not bank too much
on the new 'Evian' conference. The first
one was held in 1938 while it was still
possible to save the Jews of Europe. But
Hitler is still busy with the job of ex-
terminating 5,000,000 of them."
Twenty months after President Roose-
velt ordered the industry of the nation
to employ all groups who could be of
service in the war effort, the Government
is considering a ban upon questions deal-
ing with race and religion in applications
for war plant employment, it was indi-
cated here by Lawrence W. Cramer, exe-
cutive secretary of the President's Com-
mittee on Fair Employment Practice.

Urge Britain, U. S. Feed Jews in Europe
NEW YORK (JTA)—The administrative committee of
the World Jewish Congress this week issued a statement
appealing to the American and British Governments to
undertake at once the feeding of Jews who are being starved
to death in Nazi-held countries, and to make immediate
contact, through neutral channels, with Axis powers "in
order to secure the release of as many Jews as possible."
Australia to Admit 150 Children
CANBERRA.—The Australian government will admit
150 Jewish refugee children now in Vichy, where they are
under care of the Roman Catholic Church.

LONDON, (JTA)—The Arab population of Palestine
probably will take another 20 years to reach a point of
maturity where it can take care of its own destiny, the
London Times writes this week. The article stresses the
fact that "Jews have brought prosperity to Palestine, en-
abling the Arabs to enjoy lavish government services."
The Jewish population of Palestine at the beginning
of the year totalled 517,000, or 31.3 percent of the entire
population, it was estimated by the Statistical Department
of the Jewish Agency. Of this number, 369,000 entered
the country between 1919 and 1943.
