Not Only does the JDC cover the cost of the foodstuffs sent, but it also pays the custom duty in advance so as to facilitate the refu- gees receiving the parcels . . . The food is bought in Persia and other countries from where the parcels are mailed . . . At present, a representative of the JDC is on his way to India to investigate the possibilities of buying foodstuffs there and mailing food parcels from there .. . Many individual Jews in the United States whose relatives from Poland are now in Russia have similarly sent in- dividual packages to Russia addressing them to their relatives ... They, however, did not pay the duty in advance and the relatives have no money to pay the duty . . . The parcels are, therefore, reported to have been detained at the Persian-Russian station . .. Some 30,000 such packages from individual American Jews are estimated to awaiting release by the persons to whom they are ad- dressed.
