Palestine Land Front Serves
Democracy's Fighting Front

Reclamation Problems, Need for Forward Planning in
Preparation for Large Scale Post-War Settle-
ment in Jewish National Home Described

That is the essential function of
a National Fund -7- a People's
Treasury. It must take long views
and be prepared against the con-
tingencies of the future. No
serious Zionist will ignore this
phase of our fundamental mis-
sion.

The Jewish people as an ally of the free democracies
is now engaged in the struggle against the greatest adver-
sary Jewry has known, whose triumph would mean the
downfall of our hopes as a people and as individuals. In
that struggle the Jews of Palestine are contributing their
share, a contribution steadily growing and proving in-
creasingly valuable.

Within the Yishub of over half-
million persons, the activity of
the Zionist movement serves as
the dynamic impulse and im-
petus to the whole effort which
Palestine is now making, and no
single factor of our national work
is more vital than the SOIL,
which it is the function of the
Keren Kayemeth to acquire and
place at the disposal of our
people.
If there are any who doubt the
significance of the Keren Kaye-
meth work in relation to the ti-
tanic battle now being fought on
so many fronts, including that
strategic one of the Middle East,
it is only necessary to try to
visualize what Jewish Palestine
would be like today but for the
Jewish. National Fund estates. Re-
collect the position during the
last World War, when -the Na-
tional Fund possessed less than
20,000 dunams. People hungered
for food—starvation was rife,
undernourishment weakened the
children—in a word, Jewish Pal-
estine then was a liability and
food ships had actually to be
sent from generous American giv-
ers to relieve the acute misery.
The same Palestine has changed
as though miraculously. It is to-
day an asset appreciated by the
highest authorities responsible for
the war against Hitler. Without
the national land basis, which
Keren Kayemeth has provided
during the past 20 years, this
development could not have
taken place.
But not only has Palestine
given men and women for the
uniformed services. The civil
operations in a country at war
are hardly less essential than the
actual fighting. There are 80,000
persons employed by the civil
government on public works of
whom a considerable number are
Jews. On works directly connect-
ed with war preparations 15,000
Jews are employed, another 15,-
000 are in industries for military
purposes, and 5,000 are on agri-
cultural production and commun-
ications, altogether 35,000 on
works connected with military
needs. These workmen, many of
them skilled and experienced,
have been absorbed in the Na-
tional Home during the past two
decades.
Keren, Kayemeth land serves
the war front by producing the
essential foodstuffs which both
Army and civilians need. In re-
spect of dairy produce (milk and
eggs as well as vegetables, in-
cluding potatoes), the Yishub is
now producing over 60 per cent
of its own consumption. Of this
self-production, Keren Kayemeth
land is responsible for 70 per
cent, notwithstanding that Keren
Kayemeth only possesses 40 per
cent of the total Jewish area in
the country.

vation, whether for cereals or
vegetables or industrial plants.
In the Jewish year 5702 just
concluded, the National Fund
took title to more land than in the
previous year. This land has
enabled us to extend existing
settlements as well as provide for
the new points, consolidating old
and opening up new areas. We
also facilitate its early occupation
and settlement, providing for its
guardianship, amelioration and
development. About LP. 100,000
are spent annually by us on such
activity. Thanks substantially to
the National Fund of the United
States, which has contributed the
bulk of our total income, our re-
ceipts rose in the last year to the
peak figure of about LP. 685,000.
The expenditures of the Keren
Kayemeth in Palestine were,
however, at the rate of LP. 100,000
per month, i.e., LP. 1,200,000 for
the year, and we should like to
be in a position, with your aid, to
increase further these invest-
ments As soon as new land
comes into its possession, it is put
under the plough.
In peace time, what we accom-
plished has proved a preparation
for war time: in war we must
prepare for peace. While carry-
ing on to the utmost of our ability
for present needs, we must also
think of the future, even as every
nation is considering its post-war
