Record Gifts Herald Humanity's Victory
I War Chest Campaign for $5,800,000

A gift to the War Chest this year equal to that given
to the Community Fund last year means that the contri-
butor is giving the same amount to the first $2,500,000,
but is adding nothing toward the additional $3,300,000
which is required if Detroit is,to meef ifs budgeted require-
ments. For the War Chest to reach its goal, the over-all
average increase must be 125 per cent more than last year's
Community Fund gifts.

Even if, in computing their pledges for 1942 above
last year's Community Fund gift, contributors were to
add all of their last year's contributions to the other causes
now in the Chest, including the Allied Jewish Campaign,
Detroit would still fall far short of its required funds. The
USO alone, to cite an example, raised $425,000 last year.
For the coming year it must have from Detroit $950,000,
of 'which $800,000 is our share of the national responsi-
bility in areas where morale and recreational work for our
own armed forces has no heavy population concentration
to support it. The balance of the $950,000 is for an ex-
panded program for the service men here in Detroit.
How can this essential program be maintained, if not
through increased giving from our contributing public?
Mere renewal of the Community Fund gift would demoral-
ize and even wipe out the entire USO program — and
mere renewal of last year's gifts would jeopardize the
services required for a much larger Army and Navy than

we had during the last USO campaign, long before Pearl
Harbor. And all this is without reference to the increased
need of the civilian population of our Allies, wherever we
can still extend help to them. Detroit certainly cannot
ignore their elementary needs, or the fact that their suffer-
ing has continued a year longer and has become more
desperate.

The request for 125 per cent increase is to meet the
average for the entire campaign. Some of us may be able
to rise this year above the average response, and will
have to, if we are to reach our goal. Others may be
compelled to increase below the average, but none, we are
hoping, will pass by the new and increased phases of the
campaign completely.

Such action, extended generally over the whole com-
munity, would mean a distressing case of "business as
usual," when the clamor of world needs cries out against
business as usual.

The response to date has been most encouraging.
Men's and women's gifts and treasury gifts from organi-
zations are in excess of last year's giving.

To assure the success of the $5,800,000 drive, this
tempo of giving must continue.

Humanity's needs dictate that the campaign must

Endorsement of the War Chest idea by Detroit must
carry with it support of the causes included, on a suffi-
ciently high level to insure meeting the budgetary require-
ments of $5,800,000.

A contributor who renews his Community Fund
pledge, without adding anything to cover the $3,300,000
more than the Community Fund's required $2,500,000, is
saying in effect, "I believe in the War Chest, but I shall
not contribute anything toward the U.S.O., or to any of the
war relief appeals now embodied in the War Chest."

A contributor who renews his Community Fund
pledge and then adds only the amounts he previously
gave to the Allied Jewish Campaign and to other causes
is saying in effect, "I believe in the War Chest, but I shall
contribute only to the same causes and in the same amounts
that I gave before. I shall not give anything to the other
constituent causes. I shall not add my fair share toward
the increased needs of the agencies which I helped on last
year's lower levels of need."
