Conventions in Joint Session Repudiate Proposal for
Bi-National State; JNF Launches $2,500,000
Loan to Speed Land Purchases

Beginning its 100th year of service, Bnai Brith, oldest
and largest national Jewish organization in the United
States, is embarking on a centennial year campaign to ex-
pand its ranks for victory.
Pisgah Lodge No. 34 of Bnai Brith, in cooperation
with the national membership appeal, will initiate new

ganize a distinct Jewish military
force. We did not have in mind
some Arab-Jewish battalions or
regiments such as those belatedly
offered. These cannot meet the
situation."
Forecasting the future needs of
the Jews, Judge Levinthal de-
clared that way must be made
for "three million Jews in the
shortest possible period of time.
We must speak and think in
terms of a Palestine in which
full control and supervision of
immigration will be in the hands
of the Jews and of the Jews
alone, for they have shown in
Palestine their capacity for self-
government."
Going to the subject of the bi-
national State, the dominating
topic of the convention ever since
it had been projected from Jer-
usalem by Dr. Magnes, Judge
Levinthal repeated the position
of the Z.O.A. Executive Commit-
tee that Palestine must become
the Jewish homeland "where
Jews may be free to become a
majority." He added that "a
Zionist program which calls for
anything less will not be accept-
able to the American Jewish
community." He said of Amer-
ican Zionists that they "must all
be Herzlian, maximalist Zion-
ists."
$2,500,000 Loan Issue
The highlight of the day was a
crowded luncheon session at
which the Jewish National Fund
loan issue, largest ever floated
in America, was launched with
speeches by Rabbi Israel Gold-
stein, Rabbi Stephen S. Wise and
Senator Barkley. The Senator's
address was devoted to the fund-
amental character of land in the
building of a national civiliza-
tion.
A joint Hadassah-Z.O.A. Sab-
bath dinner was devoted to the
theme "Design for Peace," with
Mrs. David de Sola Pool, Rabbi
James G. Heller and . Bishop
Francis J. McConnell as the
speakers. A message was read
from Dr. Chaim Weizmann, who
was unable to attend because of
illness.
A unique feature of the con-
vention was the conversion of
the ballroom of the New Yorker
Hotel for Sabbath morning ser-
vices, with Rabbi Samuel Cooper
of Charleston, W. Va., conducting
them.
In his address, viewed as spe-
cially important because he is
often regarded as the legal ad-
viser of the Zionist Organization,
Mr. Szold declared:
"Palestine as a whole must be
recognized by the nations of the
world as the Jewish homeland,
where Jews shall have unre-
stricted right of immigration and
colonization, and where they
shall be free to become a major-
ity. The crux of the solution is
prompt large-scale immigration,
going into the millions if need
be, as of right.
Rejects Restrictions
"There must be no numerical
limitation. There must be no geo-
graphical restrictions, There must
be no administrative or political
obstacles. Freedom from obsta-
cles, however, is not enough. In
addition, affirmatively, there
must be such clear governmental
authority as will facilitate de-
velopment of the land and of
broad colonization.
The speech of the session
which aroused the most contro-
versy was that of Dr. Nahum
Goldmann, former Jewish Ag-
ency representative at Geneva,
who declared it "completely un-
realistic" to think there is a
"Possibility of obtaining Arab
consent to the establishment of
a Jewish majority" in Palestine

To Intensify Victory Effort,

NEW YORK (JPS)—By unanimous vote, the repre-
sentatives of some 150,000 Zionists, assembled at the an-
nual conventions of the Zionist Organization of America
And Hadassah, repudiated a bi-national state in Palestine
as had been suggested by Dr. Judah L. Magnes, American
president of the Hebrew University, and re-affirmed their

demand "that the Jewish Agency
be vested with control of immi-
gration into Palestine," which
shall be "established as a Jewish
Commonwealth integrated into
the structure of the new demo-
cratic world."
The resolution was the high- .
light of both conventions and was
adopted at a joint session at the
Waldorf-Astoria after days of
bitter discussion within the ranks
of Hadassah, some of whose lead-
ers, including Mrs. Tamar de
Sola Pool, president, had urged
that no opinion be voiced at this
time on the "Ichud," group fos-
tered by Dr. Magnes and having
the membership of Henrietta
Szold, founder of Hadassah. But
the overwhelming majority of
Hadassah members felt it essen-
tial to make clear to the world
that the political views of the
"Ichud"' were not theirs and did
not represent American Zionist
sentiment.
Fundamental Reaffirmed
The crucial resolution, regard-
ed as the most important action
taken by American Zionists since
war began, and as an indication
to the British Colonial Office and
the American State Department
of Jewish objectives in Palestine,
reaffirmed adherence "to the
fundamental principles laid down
in the statement of policy adopt-
ed at the Extraordinary Zionist
Conference held at the Biltmore
Hotel in 11/13r, 1942. Any program
which denies these fundamental
principles, such as advanced by
the Ichud or any other group, is
unacceptable to the Zionist, Or-
ganization of America and Ha-
dassah."
The four-day convention of the
Zionist Organization took place
at the New Yorker Hotel, while
the women of Hadassah met at
the same time at the Pennsyl-
vania Hotel a few blocks away.
Three important sessions were
held jointly.
The principal events at the
Zionist convention included:
The unanimous re-election of
Judge Louis E. Levinthal as
president, after leaders of admin-
istration and opposition factions
hailed his strong advocacy of a
maximum Zionist program for
Palestine in his presidential mes-
sage.
Senator Barkley is Speaker
The launching by the Jewish
National Fund at one of the Zion-
ist convention sessions of a
$2,500,000 loan issue to speed the
purchase of land in Palestine.
With Senator Alben W. Barkley,
Majority Leader, as the speaker,
the delegates pledged the invest-
ment of over $1,100,000 to the
loan issue, with Am-Pal Corpor-
ation, an investment company
headed by Albert K. Epstein of
Chicago, taking $150,000 of the
loan, paying cash at once;
A series of important political
addresses, led off by that of
Robert Szold, former chairman
of the Zionist Organization, pre-
sented a clear outline of the kind
of Jewish Commonwealth in Pal-
estine the Zionists of America
expect the United Nations to
make possible.
Judge Levinthal's Speech
Dr. Stephen Wise unveiled a
bust of the late Justice Brandeis,
and Judge Levinthal reviewed
the Jewish and Zionist history of
the past year. On the subject of
the Jewish Army he declared
that it was "painful for me, a
sincere admirer of the British
people and of British ideals of
law and justice, to be compelled
to record ' our keen disappoint-
ment, our deep chagrin, at the
humilitating manner in which
the British Government has re-
jected our sincere and persist-
ent demand for the right to or-
