If there is one
theme which has
made itself felt
in the various
district conven-
tions which I
have visited this
summer, it is the
theme of respon-

sibility for mature thinking on
the part of every American citi-
zen. We are in a time of decision
and we need all the wisdom, all
the strength, and all the moral
courage at our command.
The members of Bnai Brith,
dedicated as they are to construc-
tive, intelligent, effective service
on local, national and interna-
tional levels, have the obligation
to keep abreast of the many prob-
lems which face us in this day of
anxiety and uncertainties.
Theirs is the privilege of join-
ing together to promote good gov-
ernment, public welfare, civic re-
sponsibility and the fundamental
freedoms of man regardless of
race or creed.
This is in the great American
tradition, as it is in the great
Judaic tradition. The fact that
men and women are members of
Bnai Brith is proof of their gen-
uine concern with such problems.
Their membership in Bnai Brith
means that they seek to be active
'participants in the work of Amer-
' ica under the aegis of an organ-
ization whose record of . service
extends for more than a century,
and which today—as in all the
long yesteryears—measures
achievement not by word or in-
tent, but by deeds.

AT THE RECENT triennial
convention of Bnai Brith, the
forthright action taken on such

keenly aware of their responsi-
bilities and stand resolutely on
the side of freedom and human
equality.
We are gratified that little more
that a fortnight ago President
Truman signed a new DP act
which eliminates several of the
clauses in the 1948 DP bill which
our Convention characterized as
"unduly restrictive, unworkable
and discriminatory."
Another significant step for-
ward was the action taken recent-
ly by the American Bowling Con-
gress in nullifying an admissions
policy which our convention de-
scribed as "un-American" and
discriminatory," and which. if
continued, would have led Bnai
Brith to withdraw from the ABC.

THERE IS STILL unfinished
business, to be sure—still work to
be done in supporting effective
civil rights programs—still work
to be done in bringing greaser
support to outlaw genocide, and
in continuously urging measures
like to achieve a true denazifica-
tion in Germany.
To such labors, of far-reaching
consequence, and to the newer
challenges of tomorrow, as yet
undiscernible but surely on their
way, we of Bnai Brith, to the limit
of our ability, rededicate our-
selves.
I take the liberty of repeating
here from my message to the 1950
triennial convention:
"So long as there is a Jewish
people, so long as human rights
are not everywliCre fulfilled, and
the recognition of human dignity
is not a tenet of universal faith,
we have our work toslo."
In this work we invite all men
and women of Jewish faith who
would fulfill themselves as Amer-
icans and as Jews.
