JERUSALEM — (ISI) — Al-
though Israel faces continued
hardships, the country is on the
road to recovery, Finance Min-
ister Eliezer Kaplan told the
Knesset in presenting a three
month's provisional budget.
His proposals included funds
for ordinary, development and
defense purposes.
In the outgoing fiscal year, the
inflationary trend had been re-
versed, the cost of living fell 15
per cent, production nad expand-
ed and unemployment decreased
Kaplan said.
The ordinary budget sought
was for 10,601,000 pounds, repre-
senting one-fourth of the 1949-
50 budget, plus monthly reserves
of 400,000 pounds; a development
budget of 20,000,000 pounds to be
financed by funds of the Export-
Import. Bank Loan and govern-
ment bonds, and the secret de-
fense budget.
Kaplan also asked the house to
approve a supplementary budget
of 2,227,000 pounds for the out-
going year which would increase
the 1949-50 budget to 42,605,000
pounds. lie reported that the or-
dinary budget for last year is
being balanced and the govern-
ment has spent two-thirds of the
development budget.
Stressing the accomplishments
achieved through the develop-
, ment budget, he reported that
cultivation of fields had increas-

ed from 475,000 dunams two
years ago to 830,000 and that the
figure would reach. 1,500,000 du-
nams this year plus 500,000 du-
nams of Arab lands under cul-
tivation.
Of 98,000 job applicants last
year, only 25,000 were unem-
ployed on January 1, 1950, he
reported, and only three per
cent of 40,000 ex-servicemen are
unemployed. Out of a program
for 30,000 housing units, 24,000
had been built and 4,000 more
will be completed soon.
There can be no hope of early
relief from hardships, Kaplan
said, but there has been some
improvement during this fiscal
year.

Visas on Religion

CAIRO—(Special)— Granting
of transit visas through Saudi
Arabia will depend on a "certifi-
cate of religion" from a U. S.
consul, American consular auth-
orities here were informed.
Saudi Arabian visa officers
were told, however, that no such
certificates would be given, since
the U. S. government does not
permit differentiation between its
citizens on the basis of race or
religion.
The Saudi Arabian consul here,
when asked what he would do in
case a traveler was an agnostic,
said the U. S. consulate should
certify that the person in ques-
tion was "not Jewish."

concert and radio soprano, will
highlight the musical portion of

panied by Marion Fleisher at the
piano.
The membership of all veter-
ans organizations in Michigan
has been invited to attend the'
affair.

imately 5,000 Polish Jews who
registered with the Israel consul
here for visas to the new state
may have their plans thwarted
as a result of a representation
by the Central Committee of the
Jewish section of the Communist
Party that most of the regis-
trants are essential to the up-
building of Poland.
The Central Committee was
reported to have submitted a list
of the registrants to the Polish
government with a notation that
the list includes qualified work-
em technicians, teachers, actors,
mechanics, students, doctors arid
engineers whose skills should be
devoted to Poland.

At the same time the official
organ of the Jewish Communist
Party in Poland, the "Folks
Shtimme," carried a number of
letters from readers recanting
their Zionist leanings and inten-
tions to settle in Israel.
In one letter, a Mr. Kaplan
writes that the "kibbutz Ihud" in
Lodz had registered him against
his will "in the- despicable action
of exodus from Poland."

Another Lodz resident writes
that he was sorry at wasting his
time with "empty Zionist activ-
ities and I categorically refuse to
accept a visa for Israel."
Still another writes that he had
changed his mind about going to
Israel "because I was misled by
Zionist agitators."
