THE FRAGMENTIZATION of
Jewish life has come of late
under the scrutiny of sharp eyes.
ZOA President Daniel Frisch's
plan for the democratization of
Jewish community through for-

democratically elected represen-
tatives of the Community Coun-
cils, we predict, will evoke wide
interest and discussion. He sug-
gested integration of the Jewish
Federations and Welfare Funds
within a democratic community
framework as a mean of bringing
about community responsibility
for Jewish needs coupled with
a community-wide unified system
of fund-raising.
The presently constituted lead-
ership of the Federations and
Welfare Funds, he said. "cannot
expect to be entrusted with the
direction of Jewish life through
a system of planning and budget-
ing" unless and until it accepts
the control of the organized demo-
cratic Jewish community. His
plan has the support of the ZOA
and more will be heard about it
in the near future.
Opposition to what he called
the "mechanization" of Jewish
life through an "efficiency" sys-
tem conducted by a "social serv-
ice" coterie 'neglectful of the
Spiritual needs of the Jewish com-
munity was recently voiced by
Louis Segal of the Jewish Na-
tional Worker's Alliance. He said
the "efficiency" slogans had orig-

democratization are not yet a
unified group. But, this situation
may change before long. (See
