cil's publicity methods."

RELIEF RUDdETS
LAST WEEK the "Morning
Journal" published a letter by a
reader (Isaac Allen, who is intro-
duced as an old Zionist and social
worker) in which he advanced
the simple theory that there are
two methods of meeting budgets:
one by raising income and an-
other by cutting expenses.
In Allen's opiMon the UJA,
UPA, JDC and other fund-col-
lecting agencies are stressing too
much the first method, and are
ignoring entirely the second.
The present expenses of our
fund-raising bodies are geared to
a period of prosperity, when big
donations were the rule and peo-
ple were generous with their con-
tributions.
Times have changed. Incomes
are smaller now and contribu-
tions less generous. Therefore, all
agencies should reduce expenses
instead of crying more shrilly
about keeping up contributions
at the old level.
According to this experienced
observer, the aystem of sending
messengers to Israel and bringing
others from Israel to pep up the
selling campaigns of the fund-
raising agencies, is a disgrace.
The expenses involved in send-
ing messengers to' ;.nd from Is-
rael are, according to this author-
ity, scandalous.
The Israeli messengers are the
worst offenders. They stop in the
richest hotels, eat in the most
luxurious restaurants, travel
only by taxi and by stir and, that
too, only first class and de luxe.
Thus, hundreds of thousa'nds of
dollars of relief monies which
should go to the starved refugees
in the open-air camps are being
wasted.

THE SECURITY COUNCIL, in
the shortest session of its his-
tory, unanimously rejected

of Jerusalem. The meeting lasted
25 minutes.
Although Chairman Austin re-
peatedly asked for comments and
observations, not a single repre-
sentative spoke on the subject.
The Israeli delegation has con-
sistently followed its previously-
announced policy of strict neu-
trality between the eastern and
western blocs. Last week it ab-
stained along with four Arab
states from voting on the crucial
issues of Korea and the violation
of human rights in Soviet satel-
lite states.

ic paper, "Dec Stuermer," which

is resumed, Ernest Bevin, British
foreign secretary, will do nothing

This became known when Bar-

A CIVIC LEADER
RABBI FRANKLIN died in
August, 1948, after 42 years. at
the Beth El. He had been twice
president of the Public Library
Commission, a member of the
boards of the Detroit Symphony
Society, the Civic Theater Asso-
ciation, the Ford Republic, and
the League of Nations Associa-
tion. He had received the hon-
orary degree, Doctor of Laws,
from Wayne in 1940 and a cita-
tion "for distinguished living"
from the Detroit Round Table of
Catholics, Jews, and Protestants.
Establishment of the fund was
approved by the Temple's board
of trustees and reported by Beth
El's president, Nate S. Shapero.
A memorial gifts committee will
be in charge of the funds and be
headed by Martin Butzel.
