Acheson View • Is `P romisIng' FLUSHING MEADOWS- (WNS)—The official statement on Jerusalem which was issued by Secretary of State Acheson on behalf of the American govern- ment at the opening of the United Nations General Assembly ses- sions was said to have been re- garded as favorable by the Israel delegation at the session. Although Secretary Acheson appeared to favor international- ization when he said that the Assembly "should adopt a prac- tical plan for a permanent inter- national regime in the Jerusalem area and for the protection of, and free access to. the holy places," Israel circles here point- ed out that by employing the term "practical" Acheson meant a scheme which would be ap- proved by all parties, including Israel. The Israel government favors only the internationalization Of the holy places, but is strongly opposed to a United Nations re- gime for the Jerusalem area gen- erally, as envisaged in the report of the UN Palestine Conciliation Commission. The Israel delegation to the UN also agrees with the declara- tion by Acheson on the Arab refugee question in which he stated that "it is of the highest importance that the states imme- diately concerned recognize and accept their governmental re- sponsibility with respect to this problem." Arab states have hitherto refused to assume such responsibility for resettling the refugees, who are now being maintained in camps by the United Nations.
