Israel Eyes
4 Year Plan
(Continued from Page 1)
armistice pact was forecast here
by informed sources despite the
deadlock which has developed at
Mishmar Hayarden, site of the
negotiations, over a strip of ter-
ritory which the Syrians claim
was occupied by Israeli forces
after the truce.
The Syrian delegation was re-
ported to have demanded that
the Israelis withdraw from a
three-mile strip near Samakah.
Agreement was reported to have
been reached on all other terri-
torial issues. An announcement
by Lt. Col. Mordekhai Makleff,
Israeli negotiator, said the Sy-
rians agreed to withdraw from
territory inside Israel and to de-
molish their fortified positions.
The territory is to be neutralized
until an agreement has been
reached.
MT. SCOPUS PACT
Meanwhile, it was reported
agreement had been reached be-
tween Israel and Transjordan on
the convoy of relief to the Mt.
Scopus area in Jerusalem, which
is occupied by the Arab Legion.
The Israeli government claim-
ed the Transjordanians violated
the Rhodes pact when they stop-
ped food convoys. Under a set-
tlement effected by Gen. William
Riley, chief of UN staff, repre-
sentatives of the United Nations
will search the Israeli convoys
before they head for Mt. Scopus.
The Israeli proposal for the
return of wives and children of
Arabs now in Israel has been
accepted so far by one Arab
state, Lebanon. Egypt and Trans-
jordan have not yet replied.
The offer, made through the
UN armistice commission, asked
the Arab states for cooperation
in facilitating "the speedy return
of the wives and children of
Arab citizens, who will obtain a
permit to enter Israel." The pro-
posal is expected to affect be-
tween 10,000 to 15,000 people.
Simultaneously with the offer,
the Israeli government announced
it was "still studying an overall
solution to the problem of Arab
refugees within the framework of
the general peace settlements."
THREATEN STRIKE
While the government was
grappling with economic prob-
lems, the Communists and Map-
am threatened to call a nation-
wide strike if the wage cut, in-
stituted to reduce the high cost
of living, goes into effect this
Friday.
A former Haganah leader, Is-
rael Beri, was charged with
manslaughter in the mistaken
execution of Meier Tobiansky in
last year's fighting.
Tobiansky, who was executed
because of his alleged passing of
information to the British, was
recently exonerated by the Is-
raeli government after an investi-
gation establishing his innocence
and given a military burial.

Lebanese in Soccer Tilt
TEL AVIV
Israel's army
swung into action against the
Lebanese army and defeated the
Lebanese 2 to 1-in a soccer
match recently. The game was
