"The Council's work in com- munity relations, internal disci- pline and cultural prograniming," he added, "is rapidly coming to the fore on our local community. An increasing recognition of the positive gains to the organiza- tions through affiliation with the Council accounts for the contin- ued growth of the Council in every phase of its activities."
