TEL AVIV—The story of Mapai
—the Israel Labor party—is part
and parcel of the story of the
Jewish State.
Behind the party lies a record
of 90 years of pioneering and of
struggle for the foundation of
the State. Before the party lies
another period of effort—to create
a State that will be based on so-
cialism and liberty for the indi-
vidual.
Mapai believes in creating liv-
ing realities and the network of
socialist agricultural villages and
socialized industries bears witness
to the party's creative socialism.
Mapai has evolved its own theory
and practice out of the soil of this
country, in keeping with the
temperament and traditions of its
people.
LABORED IN 3 FIELDS
Immigration, settlement and
defense were the cornerstones of
the Jewish Stale and in each of
these fields of activity, Mapai
made a decisive contribution.
Members of Mapai were the
driving force behind the immi-
gration 'movement which ran the
British blockade and brought in
thousands of refugees, thus
strengthening the Yishuv despite
the restrictions of the mandatory
government.
Members of Mapai took a vi-
tal part in planning the settle-
ment strategy which made the
Kibbutzim the strongholds of the
Arab war. Members of Mapai
helped to create and shape the
flaganah, out of which the vic-
torious defense army of Israel
Was developed.
KIND OF STATE?
Today the State of Israel is in
existence. What kind of State
should it be?
Mapai believes that the Jewish
State must be based on the qua]
ity implicit in the socialist ideal,
that constructive socialist enter-
prise in town and village must be
fostered, that social security must
be provided for all, that taxation
must be progressive and equit-
able.
Jews abroad must he encour-
aged more fully to take their

enterprise should have its place,
in partnership with socialist en-
terprise, within the framework of
a planned economy, thus insur-
ing the orderly development of
the country.
Mapai stands for full indepen-
dence for the Jewish people. The
living reality of the State of Is-
rael bears testimony to the par-
ty's principles of pioneering and
practical idealism. Recognition
can only follow facts, not pre-
cede them.
SPONSORED STATE
It 'was Mapai that raised the
banner of the Jewish State the
first moment that it became a
matter of practical politics. The
Biltmore Program drawn up by
David Ben Gurion was the cor-
nerstone of the struggle . which
brought about the termination of
British rule and rebirth of inde-
pendence.

Mapai stood firmly opposed to
the proposals put forward by
other parties of the left for bi-
nationalism and international
trusteeship, parties which refused
to accept the idea of a Jewish
State until it had become clear
that the United Nations would
accept the principle.
