Zionist Progressive Committee knows that Silver is not
invincible. The conflict will now flare up into open

sonality the big issue. They never
realized his strength in this country
and in Israel. They were convinced,.
until the very last hour, that they
could detach Morgenthau from the
Morgenthau-Montor team.

WHAT ARE THE objectives of the Lipsky-Wise-
Montor opposition to Silver-Neumann? Neumann is
not up for re-election at the forthcoming convention.
The constitution of the ZOA limits the presidency to
two terms.

Neither Lipsky or Wise wants the presidency, but
both factions want "one of their men" to head the or-
ganization. Silver and Neumann would be satisfied
with either Daniel Frisch or Rabbi Irving Miller, both
of whom al t _anxious to become president. The opposi-
tion is
boosting Harold J. Goldenberg for the post.
The strategy preliminary to the convention will con-
sist in building up these candidates. The rank and file
of the ZOA is loyal to the Neumann leadership. It will
be very difficult for the opposition to gain ground.

anizational struggle. So we predict that the next
president of the ZOA will be either Frisch or Miller.
