The resignation of Montor came after a long controversy between him and the leadership of the United Jewish Appeal. Montor was .accused of making unfound- ed assertions about the drive leadership and of carrying on an agitation which would -split the ranks of the UJA and UPA. Speakers at the meeting char- acterized as baseless Montor's al- legations that American Zionist leaders desire to control the fi- nances of the State of Israel and employ autocratic methods in re- fusing to grant representation on the UPA to Jewish welfare funds and community chests.
