These institutions are part of a program by the Israeli minis- try of minorities to encourage autonomous institutions among the Arab population of Israel and to further their economic and social program. The ministry has already com- pleted the organization of branch offices in different parts of the country to insure the safeguard- ing of Arab rights, to encourage social, economic and communal reconstruction among the Arabs and to foster better Arab-Jewish relations.
