Dr. Silver said the prevailing sentiment among the people in Israel is that our State Depart- ment has put every obstacle in the way of the full recognition of Brad," that "it has blocked a United States loan to the new State" and that "it has interfered with zones on the basis of an unwarranted interpretation of the terms of the truce."
