U. S. Zionists Reject Political Ties . to Israel

THE ACTIONS COMMITTEE meeting at Jerusalem
and Tel Aviv was concerned with many problems
of historic significance, but none more important than
the question of relationship between the World Zionist
Organization and the State of Israel.
It may sound a theoretical question to some, but
in reality it is one of the most real and practical
problems facing the Jewish people.

THERE ARE TWO opposing views on this ques-
tion, and both were brought out clearly at the actions
committee. One, the view of East European Zionists
of all parties, is that the Zionist movement in the
Diaspora and in Israel were one, and are to remain
one after; the proclamation of the Jewish State.
The latter fact does not make much difference in
the attitude and philosopy of Zionism.
The second view is that the promulgation of the

Jewish State has introduced a veritable revolution not
only in the political, but also ideological status of
the Zionist movement, and that things can no longer
be as they were before.
The people who advocate this view hold, that a
strict separation is necessary between the Zionist
movement in the Diaspora and the government of
Israel.
The Jewish people who live in Israel are citizens
of Israel politically, socially, economically, culturally
and in every other way.

JEWS, AND EVEN Zionists, who live outside
Israel, are citizens of the countries of their birth, in
fhe same way that the people of Israel are citizens
of the Jewish State. Therefore there can no longer
be the old relationship between the two sections of
Jewry that existed before the birth of Israel.
The relationship now is one • of close friendship

betweenJews of the Diaspora and of Israel, and no
more.
American Jews, British, French, Russian and other
Jews are citizens of their own countries, not of Lsrael,
and this applies not only to political citizenship, such
as the holding of a passport, but to every other aspect
of citizenship, cultural and spiritual, inclusive.

IT FOLLOWS from this, that Jews of Israel will
attend to their own political, military and economic
problems. The Zionists of the Diaspora are to aid
Israel in this task in every way possible, but are to
retain their own identity and interests as Jews of
the Diaspora.
Specifically this implies, first, that Israeli cabinet
ministers and leaders cannot hold executive offices in
the World Zionist Organization of the Diaspora.
Second, that the headquarters of the World Zionist

PARIS PEACE TALKS
THERE IS MORE to the re-
port of Israeli-Arab peace nego-
tiations in Paris than seems on
the surface. Most likely these in-
formal talks are with Lebanese
politicians. Paris has for a long
