Bill of Rights to Be Heart
of the Constitution of Israel
TEL AVIV (WNS)—The con-
stitution for the State of Israel,
which is being drafted by a sub-
committee of the Israeli State

to that of the American consti-
tution.
It has been prepared by Dr.
Leo Kohn, authority on consti-
tutional law and political adviser
to the foreign minister.
FREEDOM OF SPEECH
Among other things the draft
constitution guarantees freedom
of speech and expression, wor-
ship, assembly and association.
It provides, however, that free-
dom of speech shall not extend
to publications or movements
which advocate - the suppression
of human rights, fundamental
freedoms or the democratic sys-
tem of government.
This latter proviso, a consti-
tutional expert explained, has
been inserted "to prevent totali-
tarian currents from exploiting
democratic freedom and consti-
tutional guarantees of individual
liberty with the purpose of un-
dermining them."
In another innovation, the
draft constitution provides that
no civilian may be placed before
a military court at any time,
even in war. It also declares
that no person is to be held in-
communicado and that any one
wrongfully arrested or punished
shall have an enforceable claim
for compensation against the
government.
