NEW YORK
(WNS) —Israel
would be justified in claiming
all of Palestine in the event
the UN mediator, Count Folke
Bernadotte, either abandons or
deviates from the UN partition
resolution of Nov. 29, 1997, Dr.
Emanuel Neumann, president of
the Zionist Organization of
America, declared here on the
eve of his departure for Israel,
where he is to attend the meet-
ing Aug. 22 of the Zionist Ac-
tions Committee.
Dr. Neumann made the state-
ment at a press conference, dur-
ing which he asserted that
"Count Bernadotte does not
seem to understand that the
Nov. 29 resolution is law in the
question of the partition of Pal-
estine."
SCORES U.S. DELAY
At the same time he expressed
the view that "since the recom-
mendation of the United Nations
to place Jerusalem under an in-
ternational regime has not been
implemented, it would be proper
to incorporate the major part
of Jerusalem, which is Jewish
in character and under military
occupation by Israel, within the
Jewish State."
Declaring that Zionist leader-
ship had expected the U.S. Gov-
ernment to extend de jure rec-
ognition to the state of Israel
as well as economic assistance,
Dr. Neumann observed: "We
have been led to believe that
both of those measures would
be adopted in the near future,
since they have been approved
in the platforms of both the
Republican and Democratic par-
ties.
NEW YORK—The Israeli consulate in New York was opened
with an impressive ceremony marked by the granting of Israel
visa number one to American Zionist number one, Dr. Abba
Ilillel Silver.
Dr. Silver is going to Tel
Aviv Aug. 17 to attend a special
session of the executive of the
Jewish Agency and of the Ac-
tions Committee. On the occa-
sion of the receipt of his visa,
Dr. Silver said that he hoped
that this will be the beginning
of a rush of Jewish tourists and
pilgrims from the United States
to Israel.

Benton Harbor Jewry Gives
New Power Movel to Israel
A factory-new power shovel, valued at $13,000 is Michigan
Jewry's latest gift to the Israel Equipment Project of the-Zionist
Organization of America.
The machine was presented by the Jewish community of
Benton Harbor in memory of the late . Mrs. David J. Ross.
Impressive ceremonies last week in Benton Harbor marked
the presentation of the title to Daniel Frisch, ZOA vice-president,
by David J. Ross, president of Berrien County's Jewish Com-
munity Council.
"This is one of the most important contributions received by
the project from any community in the United States," Friscn
said.
Morris M. Jacobs, president of the Michigan Zionist Region,
awarded a ZOA citation of honor to Oscar I. Shapiro of St. Jo-
seph, membership chairman of the Berrien County Zionist Orga-
nization.

Schacht, often referred to as
the Clown Prince of Baseball,"

The prospects of British rec-
ognition of Israel are better than
they have ever been before. Dr.
Nahum Goldmann is back in
London, and in deep negotiations
with various ministries of the
British government.
Bevin, under heavy question-
ing in Parliament still refused
to commit himself on the recog-
nition of Israel, but nevertheless
there are a number of hopeful
signs in that direction. One is
the resumption of postal tele-
graphic and air mail communi-
cations between Israel and Eng-
land.
Another is the expected arrival
of an Israeli trade delegation in
London, at the invitation of the
British food ministry to nego-
tiate for a part of Israel's crop.
If a deal is reached, the ques-
tion of Israel's Sterling balance
which was frozen by the Bank
of England, will be reconsidered
favorably for Israel.
PLAN TAX ON JEWS
The Arab states are about to
propose a tax on all Jewish
property in Arab lands as a con-
venient way of paying for the
support of the hundreds of
thousands of Arab refugees who .
have left Israel and are now
homeless. Egypt has already pro-
posed that property of interned
"Zionists" will pay for air dam-
age to Cairo.
The Council of Jewish Federa-
tions and Welfare funds issued
a preliminary annual report
which indicated that inflation in
the USA has raised the needs
for Jewish charities, and that
while employment levels re-
mained constant, "the high cost
of living soared, affecting both
the agencies and those they
served."
The council is one of the most
important Jewish institutions, al-
though it is little known to the
public. It collects and allocates
budgets for all Jewish charities
and welfare funds in the coun-
try. It will publish its complete
annual report shortly.
CANADA SAVES DAY
The Syrian proposal before the
security council that the status
of Israel be determined before
the international court of Jus-
tice was rejected by a danger-
ously close margin. Six nations,
Syria, Belgium, China, Colum-
bia, Britain and Argentine voted
in favor of the resolution.
Canada, which never before
opposed Great Britain on the
Palestine problem, saved the day
by declaring the proposal a
detriment to current peace nego-
tiations, and a direct negation of
the UN plan of mediation. The
Ukraine, by way of demonstra-
tion, voted against the proposal,
and the other states abstained.
