bert E. Kahn, co-author of "Sa-
botage" and "The Great Con-
spiracy," and Max Steinberg,
general secretary of the Ameri-
can delegation who made vir-
tually all its important decisions
in some obscure smoke-filled
room.
A perfect picture of self-as-
sured incompetence was provided
by Rabbi Prinz, who for some
reason had been made chairman
of the American delegation-a
post that rightfully should have
gone to Rabbi Berman as a re-
ward for the herculean services
he had rendered to Dr. Wise
and to the Congress.

WHEN THE. American delega-
tion met to decide on nomina-
tions for the American mem-
bers of the World Executive of
the Congress it was suddenly
revealed that all the Lances had
been filled before the delegation
set foot on Swiss soil. Thus a
majority of the candidates whom
the American delegation was
high-pressured into nominating,
in real Charlie McCarthy style,
was not even present at the 'Con-
gress. As, for instance, Israel
Goldstein, Irving Miller, Louis
Levinthal, Naiditch and Philip
Bernstein.
There was no place for Rabbi
Berman-an unforgivable insult
to a leader who rebuilt the
Congress in Chicago. In fact,
the Eastern states monopolized
all the honors. Naturally, Po-
lier, Petegorsky and Prinz got
themselves elected to the World
Executive.

resolution is a courageous, pro-
gressive document calling for a
world struggle against fascism
in all lands', and while this reso-
lution was unanimously adopted,

WELL, POLAND, France, Ro-
mania, Yugoslavia, Bulgaria,
Israel and Czechoslovakia, among
other countries, refused to ac-
cept the Polier dictum-which,
incidentally, was delivered in
the name of Dr. Wise. An im-
passe had been reached. The
last session, which was to have
taken place on Monday evening
July 5, had to be postponed to
the next day.
During the eight the various
delegations held caucus meet-
ings, interrupted by conferences
with .the Polierites. Both sides
remained adamant. And so you
now know the real reason why
all the above-mentioned coun-
tries refused to take their seats
on the Executive. They decided
to wait three months and watch
the situation the while.
They still hope that the Ameri-
car will come through and
won't introduce a Mundt Bill
in Jewish Congress affairs. And
by the way, Mr. Polier-there
were three hours during the
night of July 5-6, when it looked
as if all these countries would
walk out of the Congress alto-
gether.

western and eastern halves, of
the world.
Most of the European delega-
tions, including the French, felt
that's' a representative of the
progressive Jewish movement in
America should have been on
the World Executive, It was a
reasonable demand, since they
felt that the progressive pro-
gram adopted by the Congress
should also be- implemented and
reflected in the American sec-
tion of the World Executive.
It was indeed unfortunate
that at the time when the ne-
gotiations between delegations
on this issue took place Dr.
Wise was confined to his bed.
So the Polierites prevailed,
which means that the American
delegation-using with all the
force of a sledge-hammer the
American obligation to provide
the major portion of the Con-
gress budget - compelled the
backing of its negative position
on this all-important question
of democratic representation.
