Reports Proskauer Seeks to Delay State

ON THE 16TH DAY of the
month of May in the year 1948 of
P. J. Biron
the present era, the Jewish State
la Palestine is to come into being.
It is to be established by the World Zionist Or-
ganization in accordance with a majority decision of
the United Nations, solemnly voted by a two-thirds
ajority on Nov. 29, 1947. Yet the creation of the
Jewish State will not have the sanction of the United

States, which originally voted for it.
As a matter of fact, even the General Assembly of
the United Nations will probably withhold its ap-
proval. But it would seem as of today (these lines
are written on May 2) that the Jewish Agency in
Palestine is determined to proclaim the JewiSh State
on the day after the termination of the British man-
date on May 15.
Behind this rather simple statement a political
drama, swarming with intrigues, intimidatItn and
threats, is being enacted; and only very, very few
members of American Jewry are aware of this behind-
the-curtain play.

EVEN THE ZIONIST leadership is split on whether
to place its confidence in the United States delegation
to the UN once more. Strenuous efforts are being
made by the leaders of the American Jewish Com-
mittee to get the Jewish Agency to play ball with the

U.S. government on the new formula of temporary
trusteeship.
Notwithstanding the 'major statement on Palestine"
issued by the American Jewish Committee several
weeks ago, the AJC leaders are terribly worried about
the possibility of the Jewish Agency definitely reject-
ing the U.S. Palestine solution.
We are informed that the key Jewish figure in the
present political moves of the U.S. on"the Palestine
question is 'Judge Joseph M. Proskauer, president of
the American Jewish Committee. Our State Depart-
ment and our delegation to the UN find it easiest to
talk with him. They don't like Rabbi Silver.
Moshe Shertok also is too much for them. He is
too well informed, and cannot be swayed one inch
from partition. (As of May 2, if you please.)
Proskauer, however, talks their language partic-
ularly on one important point: The attitude of Pales-

Revolt Faces Agency If State Is Postponed

These inducements are being
offered: (1) Jewish Immigration
into Palestine at the rate of 4,000

If this plan is adopted the
present situation will be frozen
in order to prevent the emerg-
ence of a Jewish State. British
troops will remain to guard the
status quo.

IT IS NOW clear why the
British suddenly sent troops to
Palestine again. It was not just
for a two-week period, notwith-
standing British assurances to
the contrary.

cepts the plan advocated by
France and backed by the U.S.,
the dissident forces in Palestine
will revolt. They will beejoined
by members of the Haganah.
They will claim that acceptance
means the doom of the Jewish
