above, former national direc-
tor of Hillel Foundations, and
Dr. Julian Morgenstern, for-
mer president of the Hebrew
Union College, are the joint
recipients of the 1947 Na-
tional Service Award of Phi
Epsilon Pi Fraternity, made
for "the finest contribution to
the essential Jewish life in
America." Sachar has assumed
his new duties as chairman of
the Hillel Commission, He was
succeeded as director by Rab-
bi Arthur J. Lelyveld.

Miriani to Speak
at Open Meeting .

MEMBERSHIP DRIVE
Isadore Starr, chairman of the
membership committee, has an-
nounced that a membership drive
will get under way soon in honor
of the lodge's 90th anniversary
year. A quota of 450 new mem-
bers has been assigned the lodge
by the district, based on five new
members for each year of Pis-
gah's existence.
Starr said the lodge is being
divided into three teams for the
drive. Pisgah's quota is 200 mem-
bers; its bowling league, 200; and
the executive committee, 50.
Any male Jew over 21 years
of age is eligible for membership.
"In times like these," Starr said,
"every Jew should support Bnai
Brith because eve?), Jew bene-
fits from this organization
whether he is a member or not."

Lappin Spurs
Arbitration Job
in the Comnturtity

Under A. C. Lappin, its new
chairman, and Louis Rosenzweig,
co-chairman, the arbitration com-
mittee of the Jewish Community
Council is speeding its activity
in the new year.
The committee will serve as a
policy making body in disputes
between members of the Jewish
community but will not actually
hear the cases. The function will
be carried out by, a special panel
of arbitrators to be selected by
the interested parties in any dis-
pute. •
"The committee hopes that the
use of its services will become
widespread in the Jewish com-
munity," Lappin said. "When a
dispute arises it first tries to
conciliate or mediate between the
contending parties. This involves
only informal discussions con-
ucted in the greatest privacy.
"Should arbitration be neces-
sary, then each party selects one
or more arbitrators who then sit
as a liciard of judgment and hear
formal presentations of both
sides of the case from the parties
or their attorneys. The arbitrator
or arbitrators then render a de-
cision which is filed with the
clerk of the Circuit Court and is
legally binding upon both par-
ties."

SIGN TRUCE
The two mukhtars of the Arab
village of Lifta, a suburb which
adjoins the Romena quarter, have
signed a truce with the co-chair-
men of the Jerusalem Jewish
Community Council under which
the mukhtars guarantee not to
allow foreign Arabs to use their
village as base for attacks on
Jewish areas.
Despite severe weather condi-
tions, Arabs besieging the Jewish
quarter of the Old City which
has been cut off from supplies
and communications with the
rest of Jerusalem since last' week,
launched new attacks early this
week. The llaganah counter-at-
tacked and drove the Arabs back
with hand grenades and heavy
fire, inflicting numerous casual-
ties.
Not only is the Jewish quarter
of the Old City cut off, but Sa- .
fad, a predominantly Jewish
town in an all-Arab area, has
been without telephonic commu-
nication with the outside world
for several days since Arab
guerillas cut the telephone lines.
Moshe Shertok, Jewish Agency
political chief, denied that the
Agency had ordered the halting
of visaless immigration or had
promised any government to halt
the movement of refugees to Pal-
estine. Ile reiterated the point
made by other Agency members
to the effect that the Agency had
no control over immigration,
only a moral persuasive power.
