In response to a question, he specifically stated that Britain could not undertake further ob- ligations in Palestine' even if the Security Council worked out a plan for the implementation of partition. He appealed to the Jews not to attempt to bring in more visaless immigrants during the remaining months that the Brit- ish will control Palestine. Such action, he asserted, would be provocative and would only further intensify unrest. He added that Palestine even after partition did not hold the solu- tion of the problem of dis- placed Jews in Europe. The only answer to that, he said, was for more countries to open their doors to refugee immi- grants. The Foreign Secretary insist- ed that if it were possible, the British government would have terminated the Mandate before May 15 and withdrawn its troops and administration be- fore Aug. 1.
