In only too many communities
is this not accompanied by' a
commensurate • rise in standards
of 'Jewish' education, even ' if
allowances • are . made for ''the
rising cost of living. This 'cir-
cumstance has been occasioned
by the haphazard development
of Jewish education institutions
both on the local and the .nat
tional level.
In many cities one finds' a
large number of 'small - Schools
commanding separate staffs, #..
buildings, budgets which are
unjustified` by" their en-
rollment and their very low
standards. Such a 'condition
points to the need of community
reorganization, which, however,
is frequently difficult to achieve
because of traditional- and or-
ganizational loyalties.
