unite a mass of selfish individuals
and get a common spirit of de-
votion to high ends.
The voice of the people is not
the voice of God. But confidence
in man means that the whole of
men can better be trusted to gov-
ern themselves, than we can trust
Ine man or a few to have abso-
lute power over their fellows.
It is the belief that in the end,
as in the days of Moses, if there
be education and a chance to
know the truth and a full discus-
sion of issues, the common people
will find their way to what is just
and right. And that of course,
involves a deeper faith, the faith
in truth and justice themselves.

SAVED BY NEW FAITH

WE NEED THAT faith today.
Without it, all our international
institutions for the establishment
of collective security cannot am-
ount to much. They will betray
man, because the men who lead
them will always remain first
Englishmen, Frenchmen, Russians,
instead of being basically, and
underneath all local and racial
differences, humans.
Indeed, the greatest danger con-
fronting mankind is perhaps that
we have learned to place our
faith in institutions, instead of
placing it in man.
Men will not be saved by new
techniques, but by a new faith, a
new vision of the universe and of
man, a new sense of relationship
between man and man, so basic
and so deep that nothing can
shake it.
Men are distinguished from
plants and animals by the fact
that their destiny is largely gov-
erned by their own choice, by
their own judgment. They are
expelled from the nursery of
mother nature and must shift for
themselves.
It is this which gives grandeur
to human life, but it is also this
which creates its peculiar hazards,
burdens and bestiality. This is

to Bulgarian Jews

SOFIA—Tools made by refugees
in Geneva schools of ORT—Or-

ganization for Rehabilitation thru
Training—are being used for the
instruction of unskilled Jews in
Bulgarian ORT schools.
Twelve huge boxes of tools are
helping make possible the rapid
expansion of ORT work in Bul-
garia, particularly in the Sofia
Central Jewish Technical High
School for mechanical engineering
and electro mechanics. Heavy
machinery needed for the schools
was shipped from Switzerland,
England and Italy. Swiss ORT
experts have prepared manuals of

instruction.
