Martial Law Lifted
After Huge Losses

Insurgents Deny Blaine in Bombing
of Agency Offices; British Accused

JERUSALEM (WNS)—After 16 days of British army
rule in the Holy Land, the British announced the lifting of
the martial law decree which cut off some 300,000 Jews
from the rest of Palestine and which cost the Yishuv ap-
proximately $10,000,000 in unemployment and cessation
of trade.

The government was silent on
the reasons behind the move. It
stated however, that public-co-
operation enabled the authorities
to arrest many insurgents and
that a "similar process" would be
resorted to in the event of dim-
inishing cooperation.
At the same time the announce-
ment claimed that the martial
law edict had no "political pur-
pose" and that "martial law was
imposed as a result of the series
of outrages, with the object of
carrying out action by the secur-
ity forced directed against dis-
sident groups."
FRIENDLY GESTURE
The use of the phrase "dissident
groups," as against previous usage
by the British military of such
words as "gangsters" and "crim-
inals" when referring to the
"terrorist" elements, is being
viewed here as a reconciliatory
gesture by the British authorities.
A's the barbed-wire curtain was
withdrawn, writes Homer Bigart
in the New York Herald Tribune,
throngs of Jews who had been
isolated from the world poured
through the gates into the arms
of friends and relatives. Tel Aviv
quickly assumed an atmosphere
of normalcy.
Ships laden with raw materials
for Tel Aviv's starved factories
entered the port to unload.

SCOFF AT OPERATION
The claim that the martial law
edict had failed to achieve its al-
leged security purpose was pro-
jected by the Irgun over its clan-
destine radio "Voice of Israel."
The announcer said that martial
law had failed to "paralyze" Ir-
gun, that it failed "to turn the
Jews into informers" or secure
public cooperation and that Irgun
had "no losses in operations dur-
ing the past week."
