Approves Transfer for Refugees as Reparations for Nazi Persecution GENEVA (JTA)—Sir Herbert Emerson, director of the Intergovernmental Committee on Refugees confirmed that the United States government had authorized the transfer of the IIungarian "gold train" to his organization for the rehabilitation of survivors of Nazi persecution. The train had been captured i 1 the closing days of the war. 110 He said that the contents of the train are valued at approxi- mately $15,000,000 and that Ameri- can military authorities were still cataloguing the valuables, which include furs, rugs, household lin- ens, clocks, watches, and jewelry. Sir Herbert also reported that the Intergovernmental Committee had no funds on hand, but that it was expecting to receive $13,- 500,000 from Sweden toward the total sum of $25,000,000 allocated to it by the Allied Reparations Conference from German assets held in neutral countries. Nego- tiations are under way with the Swiss government for its share of the fund, he stated. French delegate M. de Rosen challenged an assertion by British delegate Sir George Rendel that the Jews constituted only 10 per- cent of the DP's in Europe. The French representative point- ed out that the Jews numbered 250,000 and composed 25 percent of the displaced persons. He added that France would not agree to leaving the Jews in camps. Rendel later admitted that his statistics were based on the British zone alone. voiced the hope that the United States would liberalize its immi- gration laws. He. estimated that if Palestine were open, 90 percent of the DP's would go there; if all countries admitted immigrants freely, 75 percent would go to Pal- estine and the rest elsewhere; while if Palestine were closed and all other countries open, about 50 percent would still wait for ad- mittance into Palestine. • • • The European Scene in Capsule Form LONDON — Restitution of prop- erty stripped from Jews by the Nazis and other Jewish demands on Germany will probably not be discussed by the conference of the Big Four Foreign Ministers in Moscow next month, but will be referred to a meeting of the min- isters' deputies, which will follow the Moscow parley, Ambassador Robert Murphy, who will be Secre- tary of State Marshall's deputy at Moscow, told the Jewish Tele- graphic Agency.
