INCOME FROM A BUSINESS: A business man pays tax only on
his profits while a loss from operation of a business may be used
to offset income from other sources.
Business men and professional men have some problems in com-
mon; other problems are peculiar only to the business man.
Professional men report in gross income all fees when they • are
received; business men may have a choice. Ordi-
narily sales are reported in the year they are re-
ceived, However, under certain circumstances, it is
mandatory that sales be reported in the year the
sale is made regardless of the fact that the cus-
tomer has not actually settled his account until
the next year.
The first method of reporting incomes Is known
as the "cash basis". This means that income is re-
ported only when it is actually received in cash or
property, and expenses are deducted only when
they are paid. The second method is known as
the "accrual basis," which means that income is

ceived until a later period and expenses are deducted when the
liability for payment has been cleared, even though not paid until
later.

THE ACCRUAL METHOD of reporting income and expense is man-
datory whenever inventories and/or capital are a major factor in
producing income. Thus, any business man deriving his income from
selling merchandise, or who has a large investment in equipment
necessary to adequately carry on his business must report on the
accrual basis.
An exception to this rule is made in the case of those merchants,
such as furniture dealers, who sell on the installment plan. Under
this method only the proportionate collections which represent gross
profits are reported here. Because of the technicalities involved, a
business man should proceed carefully before adopting the install-
ment method of reporting income.
The method of valuing and pricing inventories often presents
problems to a business man. "Which methOd is best?" and "Can I
change from one method to another?" are two questions most often
asked. The Treasury recognizes several different methods of pricing
and valuing inventory, and it is impossible to say that one method
is better than another. What may be advantageous in one business
may work a disadvantage in another.

NEW YORK — Polish troops Of
Gen. Anders' pro-fascist army are
being shipped to Palestine to rein-
force British occupation forces
there, according to a confidential
report from Paris received here
by the American League for a
Free Palestine.
News of the troop movement
was announced by Harry Louis
Selden, co-chairman of the league
who voiced a protest at "this con-
firmation of the repressive , and
anti-Semitic character of the Bri-
tish regime in Palestine."
"Gen. Anders' army," he said. "is
notorious for its mistreatment of
Jews within its own ranks by
both enlisted men and officers. Its
underground units in Poland have
been the worst offenders in prog-
roms there, being responsible for
the Kielce massacre and other
outrages. Colonial authorities ap-
parently cannot find enough Bri-
tish subjects to do the dirty work
of imperialism in Palestine."
The Polish troops, wearing Bri-
tish uniforms without insignia, are
being assembled at a point near
Hyeres, France, according to the
report. They are expected to em-
bark aboard British ships now ly-
ing in the port of Marseilles with-
in the next few days.
Selden is conveying this informa-
tion to the Hebrew Committee of
National Liberation which is ex-
pected to lodge a protest with the
United Nations.

deduction must be a bona fide expense relating to the conduct of the
business. Thus, taxes paid on property not used in your business
would not be allowed as a business deduction.
You cannot claim as a business expense any salary which you
"pay to yourself"—you are taxed on the profits, whether you draw
them out or let them accumulate in the business.
You can claim a deduction for a salary paid to your wife pro-
vided it is a bona fide payment made for services actually rendered.
As is true with other expense items, it must meet the requirements.
You could not claim the deductions if your wife rendered little or
no service and the salary was used for household expenditures. Neither
could you claim all of salary if the amount was excessive in relation
to the services rendered.
