Joseph Clark Baldwin, adminis- trative chairman of the Political Action Committee for Palestine, in a report to President Truman, urged Anglo-American recognition of Palestine as an independent state and the inclusion of that new state in the United Nations Organization. Baldwin, who recently returned from Palestine, recommended the calling by the UN of a "Palestine Constitutional Convention"; termi- nation of the British mandatory power when the new Palestine gov- ernment is elected, with homeless European Jews included as elect- ors; creation of a UN Palestine Land Commission; and the estab- lishment by the UN of an inter- national military police force to replace the British army until a local army is trained.
