THE SHOE CENTER Arbitration Bid Scorned by News The Detroit Jewish News has refused to arbitrate a challenge of its published circulation figures made by the Jewish Chronicle, Walter E. Klein of the Jewish Community Council informed the Chronicle this week. The Jewish News, in a recent Issue, declared that Its circulation figures are "three times" those of any Jewish publication in the state. The Jewish Chronicle, be- lieving that its average weekly paid circulation, is greater than that of the Jewish News, at once challenged the News' claim and requested investigation and arbi- tration by an impartial committee named by the Jewish Community Council, whose decision the Jewish Chronicle agreed would be final. Arbitration was asked to avoid an open clash in the city between two leading Jewish agencies.
