CHIEF OF THE CIVIL DIVISION in the office of the prosecuting
CHIEF
of Wayne County is a rather heavy set, clear thinking
and affable young man who speaks discerningly in well-modulated
tones and with an excellent command of the English language. He is
Arthur L. Robbins who has been head of the division for the past
22 months as an appointee of Prosecutor Gerald K. O'Brien.
The civil division is charged with the responsibility of represent-
ing the county in all legal matters of a non-criminal nature and re-
quires a staff that is well versed
in law, in logic and in diplomacy.
As chief of the bureau, Robbins
acts as legal advisor to the board of
supervisors and to all other coun-
ty boards, agencies and officials.
During the last two years, his
office has issued more than 250
