and all will agree this is not
very desirable company.

"The pattern set by the Act
repealing the Chinese Exclusion
Laws is a commendable one. It
Is not only necessary but desi-
rable to place reasonable limita-
tions upon the numbers of per-
sons of all races and nationali-
ties who may immigrate into
the United States. On the other
hand, all those who are permit-
ted to enter, and there should
be no racial discrimination in
this respect, should be consid-
ered similarly eligible for nat-
uralization. The old theory of
'inferior peoples' should be dis-
carded as something no longer
worthy of America in its nat-
uralization laws or otherwise."

in the New York Times (June 1,
1946) entitled "For Services Ren-
dered." There reference was made
to some two thousand "alien Jap-
anese, whose attitudes and loyal-
ties and activities have been scan-
ned by thee Federal Bureau of In.
vestigation more thoroughly than
have those of most native-born
citizens." It was pointed out that
