inquiry should be made—not, I ap-
prehend, as an academic proposi-
tion but as a basis for a future
course of conduct.
I concluded my testimony be-
fore the Anglo-American Commis-
sion with the same words used to
conclude my report to President
Truman:
"I wish to repeat that the
main solutiOn, in many ways the
only real solution, of the prob-

should be recognized. It is in-
human to ask people to continue
to live for any length of time
under their present conditions.
The civilized world owes it
to this handful of survivors to
provide them with a home Where
they can again settle down and
begin to live as human beings."
What the Commission found and
recommended is now well known
to you. To me, the significant and
gratifying and, I must confess,
somewhat astounding fact that
the report, including the recom-
mendation that 100,000 Jews from
Europe be admitted to Palestine
as quickly as possible, was unani-
mous. Twelve eminent and relia-
ble citizens of Great Britain and
the United States had devoted
more than four monttis to inten-
sive study and investigation and
this was their unanimous recom-
mendation.
In my opinion, the manner in
which the British Government has
received and handled that report
is totally without justification and,

outrageous. One must now ques.
tion the bona fides of the action
of the British Government in hav-
ing proposed the creation of the
Anglo-American Commission. Eve-
ryone understood, everyone knew
that one of the items of reference
was specifically whether Presi-
dent Truman's request that 100,000
Jews from Europe be admitted to
Palestine was reasonable, practi-
cable, and required by the present
situation. This was a very defin-
ite question inherent in the refer-
ence of the matter to this spe-
cially created tribunal. Had the
Commission come brick with an
altogether new and novel idea,
with a different approach to the
problem, or with a varying point
of view, one could understand that

open to close review and perhaps
sonic modification in acceptance.
But that is not the case.
In effect, six distinguished and

trustworthy men of Great Britain
without dissent said to the British
Government and six equally quali-
fied Americans similarly stated to
their government that President
Truman's request that one hun-
dred thousand immigration certi-

Belatedly Great Britain suggests
that the problem of Palestine is

practicable in spite of the opposi-
tion, and indeed that it was the
only action that would be really
helpful and merciful to the Jews
who had been the victims of Nazi
and Fascist persecution.
What happened? The report
was received in stony silence and
then, in effect, repudiated. This,
indeed, was a fine reward to the
six Britishers who worked long
and hard on a difficult assign-
ment. Why did the British Gov-
ernment propose the Cominission?
Was it merely in the hope that a
decision more to her .,king might
conceivably come out of it? By
her handling of the Commission's
report and more particularly In
the utterances of some of her
high representatives, Great Bri-
tain has made a mockery of the
whole business. Having in effect
asked for arbitration, Great Bri-
tain violates every principle of
fair play and procedure according
to law in refusing to abide by the
unanimous conclusions of the ar
bitrators.
What does Great Britain pro-
pose to do—reject the Commission
report in its entirety or merely
those parts she does not like? I
have not seen any authoritative
statement — beyond some rather

irrelevant remarks by one high

gracious and I submit the decent
thing for Great Britain to have
done was to say: "Here is a re-
port which is important and far-
reaching. Six of His Majesty's re-
spected subjects participated in its
formulation. We are satisfied that
it must represent the right thing
to be done under all the circum-
stances and we propose to seek
the help of the United Nations to
carry it into effect for we sup-
port it."
This would have been under-
standable because I agree that
the whole problem of displaced
persons is an international respon-
sibility and I hope the' United Na-
tions will continue to hold that
view and will, without too much
further delay, implement its reso-
lutions by specific actions. Great
Britain has, however, all too
plainly shown her annoyance at
the report of the Anglo-American
Commission and now seeks to
shift not to share responsibility
