Seven months have passed since
the American Jewish Conference,
the Board of Deputies of British
Jews, and the World Jewish Con-
gress presented a joint memoran-
dum to the Third Session of the
UNRRA Council in London. While
the situation of Jewish displaced
persons and refugees in Europe
has improved, many problems
still remain unsolved and many
past recommendations have not
been acted upon. At the same
time, new questions have arisen.
The three cooperating organiza-
tions therefore submitted a joint
memorandum, on March 15, to the
Fourth Session of the UNRRA
Council in Atlantic City, outlining
steps for the rehabilitation of the
displaced persons. This memoran-
dum deals with a wide range of
questions, including rehabilitation,
