The 14th annual General Assembly of the Council of Jewish Federations and Welfare Funds which closed Monday, Feb. 11, after three days of sessions was one of the most momentous in the history of that organization. The issue of National Advisory Budgeting which had been before the member agencies of the Council since 1941 was resolved when the communities voted 263 1% to 53 , 4 not to accept the proposal • in full but rather accepted unani- mously a resolution offered by its Western States Region and Beryl Manischewitz of Newark, which provide.] "that the Council's fact finding service be continued and expanded so that a maximum of available information on agency programs, financial expense, and agency needs is provided to local communities," including audited reports by the Council's own aud- itors, determination of overlapping services, gaps in service. At the same time, the delegates pledged themselves to recommend to their respective communities to provide sufficient funds to enable the. Council to implement these serv- ices.
