Says Jewish Council

The Jewish National Council
issued a manifesto to the Jews
of Palestine thanking them for
their "disciplined expression of
protest" against Britain's immi-
gration policy, through the gen-
eral strike and the mass meetings
of last week.
The manifesto warns, however,
that "this is only the beginning
of the struggle" and that all
Jews in Palestine must be pre-
pared for every sacrifice re-
quired of them to achieve free
immigration, for the establish-
ment of Palestine as a Jewish
State, and against converting the
Palestine Jewish community into
a permanent minority.
The Palestine
Government,
meanwhile, announced its inten-
tion of adopting the recommenda-
tion of the 1936 Royal Commis-
sion with regard to instituting
an expert and comprehensive ex-
amination of the local govern-
ment preliminary to a complete
overhaul.

The announcement, published
in the Official Gazette, says that
such an examination will be car-
ried out as soon as the circum-
stances permit. Since, at pres-
ent. it would be impracticable to
make arrangements for such an
inquiry, the official announce-
ment says, the Government in-
vites the public to submit to the
Chief Secretary their views re-
garding local government. The
announcement makes it clear that
no inquiry will be initiated until
elections to most of the local
municipalities are completed.

British Jews
Parade Before
Attlee's Residence

LONDON (JTA) — A large
crowd of Jews demonstrated on
Sunday before 10 Downing St.,
Prime Minister Attlee's official
residence, demanding the opening
of Palestine to Jewish immigra-
tion.
Meanwhile, it was reported that
the Cabinet is now discussing a
proposal to hold a round-table
conference in London on Pales-
tine with the participation of
Jews and Arabs, and observers
of other nations. The executive
of the Labor Party is scheduled
to meet with the Cabinet to dis-
cuss the Palestine problem.
The Manchester Guardian said
that if England wishes American
help, it must take into considera-
tion American wishes with re-
gard to Palestine. The paper
stressed the disadvantages of re-
ferring the Palestine problem to
the United Nations Council, which
does not exist as yet, and said
that the partitioning of Pales-
tine still seems the best solution.
The article concluded : "Britain
should not forget that it prom-
ised a national home to the Jews.
We may not like our child, but
we cannot now disown it, or
abandon it at the doors of the
United Nations."

Congressman John D. Dingell,
of the 15th District, in a speech
this week in the House urged
America to rally to the cause of
Jewish Palestine.

He spoke on behalf of resolu-
tions urging lifting of restrictions
in Palestine introduced by Con-
gressmen Gearhart and Somers.
Congressman Dingell declared:
"I rise to record my voice and
to give my total support for the
objective sought by Jewry in the
whole world. As a Christian and
an American, I want to state
pointedly that unless we assume
our place on the side of right
and justice we, particularly in
America, will stand adjudged in
history as having failed our con-
science in the fulfillment of the
prophecy which promised unto
the Jew and his progeny the as-
sumption and the fruit of the
Holy Land.
"America fought for the liber-
ation and the rights of all na-
tions, particularly for the weak
and the oppressed.
"Palestine, like a score of
other countries, is entitled to
self-determination, to independ-
ence, and to formulate free of
outside interference her policies
while building for the future.
She shall shape her own destiny
in the world plan and assume re-
sponsibilities in the family of na-
tions.
"There is no earthly super-
power to circumvent or deny what
God Almighty ordained and de-
clared in the Bible. The time is
here and now. Let us shoulder
our responsibility, let us act
faithfully, fearlessly and posi-
tively."
