policy.
The Community Council's pro-
gram can be divided into two
major areas. First, the Council is

harmony in the Jewish commun-
ity, to develop friendly and co-
operative relation between the
various organiaztions, to develon
internal Jewish discipline, and to
enrich the cultural life of our
community.
FIGHTS ANTI-SEMITISM
The fight against anti-Semitism
is an every-day, year-round pro-
gram, and cannot be carried on
only on the basis of handling em-
ergencies. The Community Coun-
cil, through its special Commun-
ity Relations Committee and
trained staff, is able to investi-
gate all anti-Semitic activities
and to take proper action against
them.
The Council is also constantly
engaged in a p ogram of educat-
ing the genera public as to the
true facts abo t Jews and in
building better relations between
various groups in the community
and country. It cooperates with
the national Jewish organizations
which are devoted to this fight
against anti-Semitism, with gov-
ernment officials, schools, libra-
ries, unions, churches, negro and
nationality groups — with all
those forces in American life
which stand for democracy.
As part of this fight against
anti-Semitism and for better rela-
tions between groups, the Com-
munity Council, through its com-
mittees on discrimination, inves-
tigates and takes action on all

cases of discrimination against
Jews which are brought to its at- %
tention. This includes discrimina-
tion in employment, advertising,

COMMUNITY CALENDAR
In the field of internal Jewish
relations the Community Council
brings various elements together
for an exchange of opinion and
for joint action. It conducts a
Community Calendar which can
be used by all organizations in
planning the dates of their af-
fairs.
It has served to coordinate the
many civilian war efforts of Jew-
ish organizations. It maintains an
Arbitration Tribunal in which dis-
putes of various kinds are settled
quietly and with dignity in keep-
ing with the Jewish tradition of
the "Beth Din." The Community
Council exercises its moral pres-
sure upon individuals and groups
involved in improper conduct,
which is undesirable in itself and
which may harm the good name
of the Jewish community. The
Council also helps organizations
plan their programs, particularly
their cultural activities, in an ef-
fort to raise the Jewish cultural
level in the community.
