Vladimir Jabotinski
Memorial Tribute

August 4 will be the fifth anni-
versary of the death of Vladimir
Jabotinski who was, perhaps, one
of the true Zionists of his life-
time. He dedicated his life to the
return to Zionism of all those who
needed Zionism.
Jabotinski considered himself a
follower of Herzl and an exponent
of Political Zionism. So was he
viewed by others. Herzl saw clear-
ly that the only solution for the
safe, long, unhappy plight of his
homeless and persecuted brethren
would be the establishment of a
Jewish State in Palestine to which
these unfortunate people could re-
turn and live once more in peace
and happiness in their homeland.
Jabotinski threw his whole soul
into the realization of this deep-
rooted Zionist aspiration and gave
himself unsparingly to the cause.
He was a realist with sound
views for the advancement of Zi-
onism and his magnificent fight
for justice and right for the Jew-
ish masses will live forever in
Jewish history.
Perhaps his greatest personal
triumph was the creation of the
Jewish Legion for which he fought
with all the zeal and enthusiasm
of his strong and courageous char-
acter. The political logic of Jabo-
tinski told him that all decisive,
epoch-making events came only as
a result of the storm and stress
of revolution, Hence, his deter-
mined fight against official Zion-
ism, which believed in evolution
and slow development.
He exerted all his efforts to
win the battle, because he well
realized that the entire future of
his people depended upon its out-
come. Certain of the intention of
the British government to keep
Palestine for itself and to limit
the Jews to a minority status, JD.:
botinski demanded a radical
change in Zionist policy.
He advocated action to arouse
international public opinion
against Britain, to be accompanied
the world over by constant ex-
pression of Jews' protest and con-
sternation. He stressed the need
for the exploitation of all avail-
able forces to move the countries
with a pressing Jewish problem
to take an active pro-Zionist
stand. He called for an organized
systematic attack on the British
Colonial attitude toward Zionism.
In short, he demanded that Zion-
ism adopt a revolutionary stand
and become a movement of liber-
ation.
Jabotinski was confident that
his political methods, if persist-
ently followed by the entire peo-
ple, would ultimately affect the
British designs on Palestine.
Official Zionism, on the other
hand, was afraid that this would
only sharpen the anti-Zionist pol-
icy of Britain and even more
greatly retard the work of recon-
struction in Palestine. Zionism
placed its trust in patience and
time. But Jabotinski perceived
that time was working against us
for with every passing moment
the Arabs were gaining in power
while Jewish strength, relentless-
ly being sapped by the rising tide
of anti-Semitism.
History proved that Jabotinski's
logic was correct. The failure of
Zionism to adopt his methods,

Racial and Religious Equality in French
Constitution Demanded by Committee

PARIS (WNS)—Guarantees of
equality for all people, irrespec-
tive of race, nationality, religion,
sex or political opinions, to be
incorporated into a new French
constitution, are demanded in a
Renaissance, called by the Na-
Estates General of the French
resolution adopted by the recent

which was made public here this
week. The question of whether
France is to have a new consti-
tution will be decided by the
voters in October.

Thousands of stateless Jews in
France and other parts of Europe
long to reach Palestine, where
they may live with dignity and
no longer as refugees, said Dr.
Israel Goldstein, the Zionist Or-

ods were rejected because the ma-
jority of our people lacked inner
preparation for such an uncom-
promising struggle because they
did not know the true feeling of
freedom, nor the deep pain ex-
perienced by proud nations when
their honor is slighted or their
right ignored. It was a tragedy
that the great man passed away
in these critical days. I feel sure
that the position of our people
would not be so precarius as it is
today had Jabotinski still been
with us, although not with us in
body he is with us in spirit and
I know he would wish the Jewish
people should carry on his good
fight until the banner flies tri-
umphantly from one end of Eretz
Isreal to the other, both sides of
the Jordan.

Russian Relief
Leaves War Chest

NEW YORK — Withdrawal of
Russian War Relief, Inc., from
the National War Fund was an-
nounced last week by Edward C.
Carter, president of Russian War
Relief. Mr. Carter said that a
special meeting of the agency's
board of directors unanimously
voted to make the change because
of the agency's activities into the
field of rehabilitation in addition
to the emergency war relief pro-
vided in the past.
"Russian War Relief played a
significant part in the United Na-
tions war effort by shipping sup-
plies which helped Soviet war
workers to go on producing for
the front and wounded Red Army
soldiers to be returned to action
more quickly," Mr. Carter said.
"Now that the European phase
of the war is over, we still have
the task of supplying materials
and services which will help a
wartorn people to care for their
wounded and homeless to repair
war damages."
Carter is expecting to leave
shortly for the Soviet Union, ac-
companied by David Weingard,
the agency's director of relief ac-
tivities, to discuss with Soviet of-
ficials rehabilitation supplies and
services which the American So-
ciety for Russian Relief plans to
provide.

He added that Jews in Palestine
desired to accommodate these po-
tential immigrants but that the
immigration quota fixed by the
British White Paper plan was al-
most exhausted.
Many Jews from Poland refuse
to return there because violent
anti-semitism has been propagated
there by the Germans and pog-
roms take place even today. Dr.
Goldstein said. He estimated that
a million European Jews desired
to migrate to Palestine, and con-
tended that Palestine had room
for them without displacing Arabs
or Christians. The development of
industry, especially, would per-
mit a larger population in Pal-
estine, he asserted.

LONDON (WNS)—The estab-
lishment of a Jewish national
home in Palestine and the revi-
sion of the White Paper immi-
gration policy are favored by the
British Communist Party, it was
declared here by a spokesman for
the party's executive.
The statement was made follow-
ing the publication in the Zionist
Review of replies by all British
political parties to its question-
naire asking them to state their
position on the Palestine question.
The Communist Party submitted,
in reply, a memorandum asailing
the Zionist program.
In his statement, the Com-
munist spokesman said that the
pamphlet given to the Zionist
Review was an out-moded one,
and that it did not represent the
present Communist position on
the issue and that it was sub-
mitted inadvertently. He said the,
Communist Party endorses the
recommendations of the recent
World Trade Union Congress to
the effect that "the Jewish peo-
ple must be enabled to continue
rebuilding its national home."

Wilde, a British constable, was
killed by armed men in a stolen
truck who high-jacked a truck
with explosives escorted by him
on its way from Haifa to quar-
ries in the Petach Tikvah area,

ish Women's European Welfare
Organization was held Monday,
July 23, at the Bnai Moshe Syna-
gogue. Mrs. R. Katzin, president,
presided. Reports were heard from
the investigation committees in
behalf of new relief orphan cases
and also in behalf of the cases
already on the supporting list of
the organization.
Final arrangements were made
for the annual picnic to be given
