in New York last Sunday, for
the purpose of planning the $35,-
300,000 campaign in 1945 of
the United Palestine Appeal for
. immigration, agricultural devel-
opment, land acquisition and
economic and cultural expansion
in Palestine, Rabbi James G.
Heller, national chairman of the
United Palestine Appeal, ex-
pressed confidence that the
White Paper restrictions would
very soon be replaced by a con-
structive plan for the future
status of the Jewish homeland.
He pointed out that the Jew-
ish Agency for Palestine has
drawn up plans for the immi-
gration of 1,000,000 Jews with-
in two years after the end of
the European phase of the war.

accepts "only the moral laws of

that the dietary laws are not

Three major factors were
enumerated by Rabbi Heller as
favoring the successful execution
of the large-scale immigration
program: The availability of 17,-
000,000 dunams of unoccupied
and uncultivated land in West-
ern Palestine; the wide possibili-
ties for expanded commerce and
industry resulting from the fact
that Palestine has two major sea
outlets—the Mediterranean and
Red Sea, and the presence of
ample natural resources.

Condemns Repatriation

While proper safeguards must
be established by the United Na-
tions to make possible their re-
integration in European life on
a level of equality with citizens
of other faiths, Rabbi Heller
warned that the repatriation of
Jews in Europe by compulsion
or any form of pressure must be
resisted by every means by the
Jews of the United States.
"The more than 600,000 Jews
of Palestine represent the sec-
ond largest free Jewish commun-
ity in the world. All their sac-
rifices, all their labors are bound
up with the paramount desire
to bring about the salvation of
their brothers in Europe. To-
day, as the Jewish people, sadly
reduced in numbers by unparal-
leled oppression, stand on the
threshold of the new world, Pal-
estine holds the key to their
future destiny, We in America
have the momentous responsibil-
ity of building that future so

less again."
