A Prediction and a Plea for the Future
of the Jewish National Home

We are nearing the end of one
of the most critical years in world
history and in Jewish history.
More and more of our people are
escaping from Central Europe.
The masses of Jews still left in
Romania, in Bulgaria, in the lib-
erated sections of Poland, will
soon be roused from the lethargy
into which their destitution, and
the open wounds of their suffer-
ing have plunged them. They
will want to go to Palestine.
They will clamor for passage,
for visas, for incorporation into
the Yishuv. The remnants of
European Jewry, I predict, even
in their decimated condition, will
include a considerable proportion
who will turn in disgust from
their former homes, and who will
understand that they have come
into a new time, when they must
make a beginning in the land
where they can build unshakably
upon the ancient soil, where they
can become part of the most;
courageous and optimistic Jewish
community since the time of
Titus.
The Mandatory Administration,
yielding to the pressure of the
Agency, has released the last 10,-
300 visas which remained under
the White Paper, visas which it
had held back, under various pre-
texts. The whole policy of the
White Paper will now come to
its time of testing, and there is
a consensus that it will have to

of the downtrodden sons of Is-
rael: Se'u she'orim roshaychem,
"Life up your heads, 0 ye gates!"
With the last period of the
war the tasks of the Yishuv will
widen in many other ways. The
need of purchasing land for the
new Aliyah that is coming; the
effort to make good the acute
shortage of housing; the neces-
sity of providing for the settle-
ment and restoration into a nor-
mal economy of the thousands of
returning soldiers; the diverse
tasks of colonization; the recon-
version and expansion of indus-
tries developed in the war-years;
the setting in motion of projects
like that of the Jordan Valley
Authority, described by Walter
Clay Lowdermilk. Palestine will
come to a time of drastic re-
adaptation, and also of greatly
expanded opportunities.
Herzl's Dream
A fund is an instrument. It is
the agent of a purpose. Some-
times the purpose is not clear.
There is no clear action upon
which it rests. Zionism is mag-
nificently lucid. Now for the
better part of a century it has
rested upon an interpretation of
Jewish history, of Jewish life,
of the so-called Jewish problem,
and it puts forward a program to
conform to these ideas, and to
assuage the ancient need they re-
veal. The advantage of our time
inheres in the fact that we need
disturb ourselves little with the
fears and the dark prophecies of
Jews of former years. The Yis-
huv is a fact. Its achievements
arouse the admiration of all fair-
minded men who are familiar
with them. The process of eman-
cipation is far along in Eretz
Israel. There is a new genera-
tion arisen that knew not Phar-
oah, fearless, instinct with hope.
Jews have proved that it was pos-
sible to redress the balance of
two thousand years, and to com-
mand for themselves metamor-
phosis from merchants to pioneer-
farmers, from urban to rural life.
All the promises that were held
forth by Herzl, of a community
that would be a leaven in the
Near East, that would be an
entering wedge of the West, of
its techniques, its science and
its culture, to rouse these feudal
lands from their centuried slum-

Jews in Palestine have been a
great citadel of liberty, of devo-
tion to the cause that was in
such dire jeopardy and that now
approaches its time of vindica-
tion by arms. Despite discour-
agement, over obstacles, leaping
the stumbling blocks laid before
their feet, they have volunteered
and fought—left their borthers
in Greece, when in haste it was
necessary to transship to Crete;
fought all along the littoral of
North Afrfca, added chapter after
chapter of heroism; reared fac-
tories' for war materials that
would have had to be carried in
Allied bottoms from the other
side of the world.
