'1'lle conference, the first inter- national Jewish gathering since the outbreak of the war, was called by the World Jewish Con- 4 gress to effectuate a constructive program for the postwar rehabili- tation of the survivors of Jewry everywhere. Welcoming the 310 delegates from representing 45 countries, Dr. Nahum Goldmann, chairman of the administrative committee of the World Jewish Congress, declared that "Jewish rehabilita- tion cannot be the exclusive and primary task of Jews themselves." With survived European Jewry reduced to the virtual status of beggars, it "would be impossible to place on the Jewish commun- ity the sole task," he asserted. Declaring that the refugees are the responsibility of the democ- racies who, he said, had been amply warned since 1933 of the fate awaiting Jewry under Hit- ler,. Dr. Goldman added: "The reply to our warnings were rou- tine measures, red tape and the rejection of measures proposed by us and other Jewish organi- zations. And what was done was too late or too little. When we asked them to intervene with Germany the reply was that anti- Jewish policies are the internal affair of a country whose sover- eignty forbids other countries to intervene. When we asked the opening of doors to other coun- tries, especially Palestine, the re- ply was that immigration poli- cies are the internal affairs of a sovereign state. And England's appeasement policy toward the Arabs led the English to shut the doors of Palestine at a time when their opening was more es- sential than ever before."
