A Former Resident
of Berlin Writes a
Letter to Churchill

August 11, 1941
The Honorable,
Winston Churchill,
Prime Minister of Great Britain,
London, England.
Dear Mr. Prime Minister :
As a citizen of the United
States who had the great fortune
of being taken into the great
family of the people of this coun-
try after escaping from the bar-
barian of the Nazi regime, I
write in all humility to present to
you my views on the plans that
are to be made for the peace of
the world.
I know full well that there are
many proposals for the way the
United Nations, under the lead-
ership of our own government in
collaboration with Great Britain
and the Soviet Union, are to deal
with Germany.
As one who had lived in Ber-
lin for 35 years and who knows
the German people and the minds
of the German youth, I humbly
suggest a plan of action which,
in my personal view, should solve
the problem of what to do with
the people of Germany.
We recognize that the poison
of Nazism has seeped primarily
into the minds of the youth of
Germany. It is the young and
middle-aged men and women who
have been affected by the Hitler-
ite insanity during the past 20
years who must be dealt with
and whose minds must be
cleansed.
Russia, Poland, Czechoslovakia,
Holland, Belgium, France, Eng-
land, Greece, Norway, Denmark,
Yugoslavia, Albania, China —
these nations are witnesses to
brutality and horror which must
be atoned and a repetition of
which must be prevented.
These countries must be re-
built, and the guilty German peo-
ple must do the rebuilding and
must pay the debt it has incur-
red to the world.
How is this debt to be collect-
ed with the least amount of trou-
ble?
How are we to get retribution
without having to keep a large
army of occupation in Germany?
It seems to me that the matter
is a simple one. The Germans
must rebuild what they have des-
troyed. Therefore, all Germans,
men and women, up to the age
of 50—since this class will in-
clude all whose minds have been
poisoned during the last 20 years
—should be organized into a re-
building army and sent to the
countries I have enumerated to
reconstruct what they have des-
troyed.
Millions, especially the Ger-
man soldiers, should be sent to
Russia to reconstruct her cities.
Tens of thousands should go
to other lands, including Great
Britain, to work off the debt they
have incurred with their brutal-
ity and blood-lust.
At the same time, millions
more of these Germans should
be placed in the Stinnes and
Krupp plants and other German
industries to create the necessi-
ties for the democratic peoples
of the world. This should be
credited to their debt.
Just as the Germans have
forced our peoples to work in
the Sahara Desert, in the slave
camps they have established for
the millions of deportees, so must
they be put to work to pay the
big debt they owe to mankind.
German manpower, German
labor, should be conscripted to
labor for humanity. They can
never restore the human ideals
they have destroyed. But they
can be made to rebuild the phys-
ical possessions they have robbed
and destroyed.

German people up to 50 have
had their minds poisoned by the
Nazis. Let them purge their own
minds of this poison through
labor.
In the meantime, while these
people work to pay the debt to
humanity, others in Germany,
above 50, can be conscripted to
labor for the same cause—to
atone for a great sin against
humanity. A portion of their
labors should go for their, main-
tenance and the major -fruits of
their labors should be 'used to
rebuild the destroyed nations.
Thus, the army of occupation
will be reduced, the debt collect-
ed and the Germans will be pre-
vented from working for a new
munitions and war program to
plunge the world into another
conflict.
I humbly submit this plan to
you, and if it should deserve!
comment I shall be greatly hon-
ored to hear from you.
