plight that its effects will be
strongly and cumulatively felt
long after the cessation of hos-
tilities. Indeed they destroyed
the foundations of the Jewish
life in Nazi Europe. Unless
checked by planned and energetic
action, the extermination of Jews
will continue even after the war
is over. The surviving Jews, un-
dermined in health, despoiled of
practically all material goods.
surrounded by a population in-
doctrinated for years with zo-
ological hatred, will have to wage
a hard fight for mere existence,
for their rescue from the effects
of the Nazi war. The transition-
al period between the armistice
and firm establishment of the
peace in Europe will be crucial
if the remnants of European
Jewry are to be rescued. To be
responsible for the death of even
one Jew in liberated areas as a
result of insufficient help rend-
ered by the victorious United Na-
tions, when the war is over and
the excuse of war conditions can
no longer be given, may be a
heavier burden upon the con-
science of the democratic world
than the daily extermination of
thousands in the Nazi camps
now.
"It is the great and sacred
task of UNRRA to bind up the
wounds of the war-stricken peo-
ple. The accelerated process of
the liberation of Europe imposes
upon UNRRA the duty of speed-
ing up all plans and arrange-
ments for its work there. Par-
ticularly, the elaboration of plans
for rescuing the remnants of the
Jewish population in liberated
Europe from the grip of hunger
and disease, deprivation and
homelessness must be accelerated.

"The problem of displaced per-

for the Jewish people, since by
the end of the war practically
every Jew in liberated Europe
will find himself dislocated from
his former place of residence,
even if he may still be within
his country of origin."
